職責
受聘人會被調派至勞工及福利局第二組,主要職務如下:
(a) 為有關委員會就貧窮及相關新現的課題進行資料搜集,以協助草擬會議文件及政策資料摘要;就有關扶貧政策和措施的意見和建議與政府經濟顧問辦公室和相關持份者聯繫;審視和分析研究結果和蒐集所得的數據;以及管理和更新資料庫等;
(b) 協助推行擬議的精準扶貧項目,包括與相關政府決策局/部門聯絡和協調,以按時提交有關項目的撥款申請計劃書,審閱和覆檢相關政府決策局/部門提交的撥款申請等;
(c) 與有關的政府決策局/部門緊密聯繫,協助監察扶貧項目的推行進度,並跟進項目的檢討工作;
(d) 支援就精準扶貧政策及措施進行的跨界別協作及與相關界別和持份者進行的公眾參與;
(e) 協助草擬回應立法會、公眾、新聞界及傳媒等的查詢;以及
(f) 因應需要執行其他職務。

Successful candidate will be deployed to Team 2 of the Labour and Welfare Bureau to undertake the following duties –
(a) To assist in preparing discussion papers and policy briefs for relevant committees by conducting desk-top research on poverty-related topical and emerging issues; liaising with the Office of the Government Economist and relevant stakeholders on inputs and suggestions on poverty alleviation policy and measures; examining and analysing research findings and data collected; keeping and updating databases, etc.;
(b) To assist in implementing the proposed targeted poverty alleviation projects, including coordinating and liaising with relevant subject B/Ds for timely submission of funding proposals, examining and reviewing the funding proposals submitted by relevant B/Ds, etc.;
(c) To assist in monitoring the implementation progress of poverty alleviation projects and follow-up on reviews of the projects by liaising closely with the relevant B/Ds;
(d) To provide support for cross-sectoral collaboration and public engagement with relevant sectors and stakeholders on targeted poverty alleviation policy and measures;
(e) To assist in preparing responses to enquiries from Legislative Council, the public, press and media, etc.; and
(f) To perform other duties as and when required.

(b) 於取得學位後有最少8年全職從事管理政府項目、為政府政策倡議提供支援、進行和管理研究項目或顧問研究的經驗,以及分析、建立和管理資料庫的經驗[參閱註(1)]。申請人須對政府或公共機構的運作有深入認識;

(h) 能獨立地及可在壓力下工作。

Candidates should:
(a) have a Bachelor's or higher degree from a Hong Kong university, or equivalent;
(b) have at least 8 years' post-degree full-time work experience in managing Government projects, providing support in Government policy initiatives, conducting and managing research projects or consultancy studies, and experience in analysing, establishing and managing database [See Note (1)]. Candidates should have a good understanding of the operation of the Government or public bodies;
(c) have excellent interpersonal and communication skills and be able to communicate effectively (both written and spoken) with internal and external stakeholders, including academic/research institutions, the business sector, Government bureaux/departments (B/Ds), non-governmental organisations, etc.;
(d) have excellent writing proficiency in English and Chinese, be fluent in spoken English and Cantonese, with Level 3 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination or in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (2)];
(e) preferably have solid experience in providing secretariat support, especially in B/Ds or government advisory and statutory bodies;
(f) have strong organisational ability, and planning and analytical skills;
(g) be proficient in computer software applications including Lotus Notes, MS Word, PowerPoint, Excel and online search engines; and
(h) be able to work independently and under pressure.
