- (a)為電腦計劃提供支援，並監察所有階段的工作(包括可行性研究、系統分析及設計、電腦系統的採購及安裝、程式編寫、推行、系統護理及維修保養)；
- (b)執行項目管理的工作，並在現金流量管理、撥款及資訊科技系統、產品和服務的採購過程方面為上級提供協助；
- (c)確定資訊科技解決方案所需的技術、技能和資源，以滿足應用系統的要求；
- (d)探討及評估所需的硬件、軟件、整合產品和推行服務(包括地理資訊系統、三維和分析支援的組件及各組件的整合)；
- (e)制訂技術解決方案、推行方式、採購方法及相關的時間表；
- (f)執行標書擬備、評審及採購工作；
- (g)統籌技術工作，並致力保證承辦商所交付的成果和服務的品質；
- (h)在系統整合和應用系統整合方面提供技術支援；以及
- (i)向管理層和用戶提供技術意見。
職責
- (a)Provide support to and monitor all phases of computer projects including feasibility study, systems analysis and design, procurement and installation of computer systems, programming, implementation, system nursing and maintenance;
- (b)perform project management and assist supervisors in cashflow management, funding and procurement processes of IT systems, products and services;
- (c)identify the required technologies, skills and resources for IT solutions to address the application requirements;
- (d)explore and evaluate the required hardware, software, integration products, and implementation services, including the components of GIS, 3D, analytical support and their integration;
- (e)formulate technical solution options, implementation approaches, procurement methods, and related schedules;
- (f)perform tender preparation, evaluation and procurement matters;
- (g)coordinate technical tasks and perform quality assurance of contractor’s deliverables and services;
- (h)provide technical support in system and application integrations; and
- (i)provide technical advice to management and users.
入職條件
- (a)申請人須－
- (i)持有香港任何一所大學頒授的資訊科技或電腦科學的學士學位，或具同等學歷；
- (ii)符合語文能力要求，即在香港中學文憑考試或香港中學會考中國語文科和英國語文科考獲第2級或以上成績，或具同等成績[見註1]；
- (iii)在取得有關學歷後具備至少六年與資訊科技有關的全職工作經驗，包括在技術支援／系統推行方面具備至少四年的實際工作經驗，在Oracle和Microsoft SQL Server應用系統開發和數據庫管理方面具備至少三年實際工作經驗，以及在監察承辦商提供資訊科技解決方案的表現方面具備至少兩年督導／管理經驗；
- (iv)具備在微軟視窗平台使用程式編寫語言和開發工具(包括Visual Basic.NET、ASP.NET、C#、JAVA、JavaScript Framework、SQL、ORACLE、ArcGIS及ArcSDE)設計、開發、推行和維修應用系統的經驗；
- (v)具備使用客戶／伺服器和網絡技術推行地理資訊系統的經驗；以及
- (vi)具備有關地理資訊系統整合(包括網絡服務、可擴充標示語言、元數據、連接其他系統，以及應用資訊科技界其他最佳做法)的工作經驗。
- (b)申請人如具備以下資歷或經驗，可獲優先考慮－
- (i)持有香港任何一所大學頒授的測繪及地理資訊學的文憑／學士學位／碩士學位／深造文憑，或具同等學歷；
- (ii)具備Microsoft Certified Solutions Associate (MCSA) of SQL Server／Microsoft Certified Database Administrator (MCDBA)的資歷；
- (iii)具備Microsoft Certified Solution Developer (MCSD)／Microsoft Certified Application Developer (MCAD)的資歷；
- (iv)具備推行三維地理資訊系統的經驗；
- (v)具備推行決策支援系統、工作流程和分析系統的經驗；
- (vi)具備項目管理(包括控制經費和承辦商運作情況)的經驗；
- (vii)具備採購產品和服務及使用項目管理及系統設計方法(包括PRINCE2、Project Management Professional (PMP)及Agile)推行項目的經驗；或
- (viii)具備網絡應用系統開發方面的資訊科技保安經驗。
- (a)Candidates should have -
- (i)a bachelor’s degree in Information Technology or Computer Science from a Hong Kong university, or equivalent;
- (ii)met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note 1];
- (iii)at least 6 years’ relevant post-qualification full-time IT working experience, including at least 4 years’ hands-on experience in technical support/system implementation, at least 3 years practical experience in application development and database administration using Oracle and Microsoft SQL Server and at least 2 years in supervisory/managerial role for monitoring contractors to deliver IT solutions;
- (iv)experience in application design, development, implementation and maintenance using programming languages and development tools including Visual Basic.NET, ASP.NET, C#, JAVA, JavaScript Framework, SQL, ORACLE, ArcGIS, and ArcSDE in MS Windows platform;
- (v)experience in implementation of GIS systems using client/server and web technologies; and
- (vi)experience in GIS system integration, including work on web service, XML, metadata, interfacing with other systems and applying other best practices in IT industry.
- (b)Preference will be given to candidates having -
- (i)a diploma / bachelor’s degree / master's degree / postgraduate diploma in Geomatics from a Hong Kong university or equivalent;
- (ii)qualification in Microsoft Certified Solutions Associate (MCSA) of SQL Server / Microsoft Certified Database Administrator (MCDBA);
- (iii)qualification in Microsoft Certified Solution Developer (MCSD) / Microsoft Certified Application Developer (MCAD);
- (iv)experience in implementation of 3D GIS systems;
- (v)experience in implementation of decision support systems, workflow, and analytical systems;
- (vi)experience in project management including funding control and contractors operation;
- (vii)experience in procurement of products and services, and project implementation using Project Management and System Development methodologies including PRINCE2, Project Management Professional (PMP), and Agile; or
- (viii)experience in IT security in web application development.
