職責
運輸及房屋局(運房局)轄下的獨立民航意外調查機構(獨立調查機構)即將成立,專責調查所有在香港發生,或涉及在香港註冊的民用飛機在外地的意外和嚴重事故,以及加強及推廣民航安全。總調查主任將領導獨立調查機構,並向運輸及房屋局局長負責 (註一) 。具體而言,總調查主任職責如下:
(a) 監督調查所有在香港發生或涉及在香港註冊的民用飛機在外地發生的意外╱嚴重事故及╱或事故 (註二),確保符合國際民航組織《國際民用航空公約》附件13及《香港民航(意外調查)規例》(香港法例第448B章) 訂明的要求;
(b) 監督撰寫向行政長官提交的調查報告,說明意外/嚴重事故╱事故的情況和成因,並提出安全建議以防範意外再次發生;
(c) 領導和管理獨立調查機構,包括統籌人手調配、人員培訓、採購和保養調查設備、維護設施和檔案管理等工作,以及制訂優化意外調查和安全管理程序的策略和措施;
(d) 收集、保護和分析有關航空安全的資訊和數據,以找出安全隱患;
(e) 向業界發放保障航空安全的訊息,並統籌相關的教育工作,包括舉辦講座;
(f) 在有需要時為海外的民航意外調查機構提供支援及專業意見(例如在海外發生的意外或嚴重事故涉及在香港註冊的飛機);
(g) 代表香港特別行政區政府參與有關民航意外調查和航空安全的國際組織或活動,並與國際組織在相關議題上保持密切聯繫;以及
(h) 根據運輸及房屋局局長指派,執行任何其他職務。
註 :
(一) 有關行政事宜(例如:人事、財政等),總調查主任向運輸及房屋局常任秘書長(運輸)負責。
(二) 包括與飛機的操作有關,並影響或能夠影響該飛機的操作安全而不屬意外或嚴重事故的事件,而總調查主任認為能夠從調查該等事件中汲取航空安全方面的重要教訓。
Reporting to the Secretary for Transport and Housing (STH)(Note 1), the CI is the head of Air Accidents Investigation Authority (AAIA), a new independent authority under the Transport and Housing Bureau (THB) responsible for the investigation of accidents and serious incidents which occur in Hong Kong or which involve Hong Kong–registered civil aircraft outside Hong Kong, and the enhancement and promotion of civil aviation safety. In particular, the CI is responsible for –
(a) Overseeing the investigation of all civil aviation accidents, serious incidents and/or incidents (Note 2) which occur in Hong Kong or those which occur outside Hong Kong but involve aircraft under its registry in accordance with the requirements of the ICAO stipulated in Annex 13 to the Convention on International Civil Aviation, and the Hong Kong Civil Aviation (Investigation of Accidents) Regulations (Cap 448B);
(b) Overseeing the preparation of investigation reports to the Chief Executive, stating the circumstances and causes of accidents/serious incidents/incidents and making safety recommendations to prevent recurrence of accidents;
(c) Leading and managing the AAIA, including staff deployment, staff training, procurement and maintenance of investigation equipment, facility maintenance and record management, etc., as well as formulating strategies and measures to enhance accident investigation and safety management procedures;
(d) Collecting, protecting and analyzing relevant aviation safety information and data with a view to identifying potential safety hazards;
(e) Disseminating aviation safety information to the aviation industry and co-ordinating the relevant education work through, amongst others, organisation of seminars;
(f) Providing support and professional advice to overseas air accident investigation authorities when necessary (e.g. when aircraft registered in Hong Kong are involved in accidents or serious incidents occurred overseas);
(g) On behalf of the Government of the Hong Kong Special Administrative Region, participating in international organisations or activities in relation to air accident investigation and aviation safety and maintaining close liaison with international organisations on relevant issues; and
(h) Any other tasks as assigned by the STH.
Note:
1. On administrative matters (e.g. personnel, financial resources etc.), CI reports to Permanent Secretary for Transport and Housing (Transport).
2. These may include any occurrence, other than an accident or serious incident, associated with the operation of an aircraft that affects or could affect the safety of the operation, which CI expects significant safety lessons can be drawn from initiating an investigation.
入職條件
申請人須符合下列條件:
(a) (i) 持有民航管理、航空工程或其他航空相關範疇的學士學位(或同等學歷)或以上;或
(ii) 目前或過往持有根據《國際民用航空公約》附件1頒發的專業飛行執照(商用駕駛員執照、多機組飛行員執照或民營運輸機飛行員執照)、航空器維修執照或航空交通管制員執照;及
(b) (i) 曾任航空意外調查員(軍事及╱或民航範疇),在管理團隊進行航空意外及╱或嚴重事故調查及相關事宜方面具備廣泛優越往績;或
(ii) 曾在營運國際航線的商業航空公司、飛機製造商或飛機維修機構的企業安全或品質保証部門(或同等單位)擔任管理工作,並在參與航空意外、嚴重事故及╱或事故的調查工作方面具備豐富經驗;及
(c) 對本地及國際飛行安全法例及標準有相當知識,尤其是《國際民用航空公約》附件13、國際民航組織所頒布的相關指引文件及《香港民航條例》(香港法例第448章) 的相關附屬條例。以往曾參與策劃及成立航空意外調查專責小組╱機構(或同等組織)更佳;及
(d) 熟悉全球航空業運作事宜,與外國民航當局及國際組織有聯繫。了解本地民航業界持分者(例如:航空公司、媒體、政界人士等)及/或曾有合作經驗更佳;及
(e) 具備卓越領導能力及管理經驗,擁有優良人際溝通技巧以建立及維持有效的團隊合作,能與來自不同背景的人員合作無間;及
(f) 操流利英語,英文書寫能力優良。能操流利廣東話及╱或普通話更佳。
曾接受航空意外調查專門培訓更佳。
Candidates should:
(a) (i) have a Bachelor’s degree (or equivalent) or above in civil aviation management, aeronautical engineering or other aviation-related fields; OR
(ii) currently hold or previously held a professional pilot licence (Commercial Pilot’s Licence, Multi-crew Pilot’s Licence or Airline Transport Pilot’s Licence), aircraft maintenance licence or air traffic controller licence issued in accordance with Annex 1 to the Convention on International Civil Aviation; AND
(b) (i) have extensive proven track record as an air accident investigator (in military and/or civil aviation fields), with substantive experience in managing teams on accident and/or serious incident investigations and related matters ; OR
(ii) have extensive proven track record in managing corporate safety/quality assurance division (or equivalent) of a commercial airline operating international routes, aircraft manufacturer or aircraft maintenance organization, with substantive experience in participating in investigations of air accident and/or serious incident and/or incident; AND
(c) have significant knowledge of Hong Kong’s and international aviation safety legislation and standards, in particular Annex 13 to the Convention on International Civil Aviation and associated guidance documents promulgated by the International Civil Aviation Organisation (ICAO) and the relevant subsidiary legislation under the Civil Aviation Ordinance (Cap. 448). Hands-on experience in planning and setting up a new unit/authority (or equivalent) in charge of air accident investigations would be a plus ; AND
(d) have sound knowledge of the operational aspects of the global aviation industry, connection with civil aviation authorities in other jurisdiction and international organisations. Relevant knowledge and/or experience in working with the local aviation stakeholders (e.g. airlines, media, politicians, etc.) would be a plus; AND
(e) have strong leadership capabilities with proven experiences in the management of an organisation, excellent interpersonal skills to build and maintain effective teamwork and work successfully with people from different backgrounds; AND
(f) have strong command of written and spoken English. Proficiency in Cantonese and/or Putonghua would be a plus.
Records of specialised training in air accident investigation would be a plus.
