職責
政府資訊科技總監隸屬創新科技及工業局常任秘書長,協助創新科技及工業局局長制訂政策和策略,以推動本港資訊科技及資訊科技業的發展。具體而言,政府資訊科技總監的職責如下:
(a) 制訂政策和策略,以推動本港資訊科技及資訊科技業的發展;
(b) 管理政府在資訊科技方面的預算和資源投放事宜;
(c) 就政府的資訊科技基礎設施和總體結構提供意見;
(d) 領導和執行涉及跨機構職能的電子政府計劃;
(e) 倡導採用嶄新的資訊科技,並開發創新的應用系統/服務;以及
(f) 向社會各界和商界推廣資訊科技。

Reporting to the Permanent Secretary for Innovation, Technology and Industry, GCIO will assist the Secretary for Innovation, Technology and Industry in formulating policies and strategies to drive the development of IT and IT industry in Hong Kong. GCIO is responsible for –
(a) formulating policies and strategies to drive the development of IT and IT industry in Hong Kong;
(b) managing the IT budget and IT investment of the Government;
(c) advising on Government’s IT infrastructure and architecture;
(d) leading and implementing the E-government programme with cross-agency responsibilities;
(e) championing the adoption of new IT and the development of innovative applications/services; and
(f) promoting IT in the community and the business sector.

申請人於獲聘時須為香港特區永久性居民,並符合下列條件:
(a) 持有由本港大學頒授的學士或深造學位,或同等學歷;
(b) 具備至少15年出任高層職位的管理經驗,包括豐富的員工管理及行政經驗;
(c) 熟悉政府體制;
(d) 具備國際視野,並善於與資訊科技界別以及政府部門交流聯繫;
(e) 具備卓越領導和管理才能及良好人際溝通技巧;
(f) 中英文書寫能力優良,並能操流利粵語、普通話及英語;以及
(g) 在《基本法及香港國安法》測試中取得及格成績。

Candidates must be permanent residents of the HKSAR at the time of appointment and should possess –
(a) a Bachelor or post-graduate degree from a university in Hong Kong or equivalent;
(b) at least 15 years of management experience in a senior position with solid staff management and administrative experience;
(c) good knowledge of the government system;
(d) an international perspective and the ability to interact with interlocutors in the information technology (IT) field and counterparts in the Government;
(e) strong leadership and management capabilities, good interpersonal and communications skills;
(f) strong command of both written and spoken Chinese (Cantonese and Putonghua) and English; and
(g) a pass result in the Basic Law and National Security Law Test (BLNST).
