• (i)To formulate, review and execute procurement plan for all goods and services requisitions under clinical and non-clinical categories, information technology systems and furniture and equipment for the Chinese medicine hospital (CMH) project;
• (ii)To handle procurement work such as to vet purchase requisitions for goods and services, to draft tender document, to approve purchase according to the authorities delegated under relevant regulations, circulars and guidelines, to administer procurement contracts and manage stores;
• (iii)To liaise with or seek advice from relevant bureaux/departments and to seek necessary approval from respective approving authorities throughout the procurement process;
• (iv)To provide advice and support to senior officers and the CMH Operator on government procurement related regulations/circulars and procedures;
• (v)To supervise the daily performance of subordinates and provide advice and training to subject teams and CMH Contractor facilitating their tender preparation and evaluation in accordance with the relevant regulations and guidelines such as the marking scheme frameworks and tender templates; and
• (vi)To perform any other duties as required by senior officers.

Candidates should possess –

• (a)have either one of
  • (i)to
  • (iv)listed below:
  • (i)Level 3 or equivalent or above in five subjects including either Chinese Language or English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent (Note 1) ; or
  • (ii)Grade E or above in two subjects at Advanced Level in the Hong Kong Advanced Level Examination and Level 3/Grade C or above in three other subjects including either Chinese Language or English Language in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note 1) ; or
  • (iii)a Diploma in purchasing and supplies related subjects issued by the Hong Kong Polytechnic/Hong Kong Polytechnic University or the School of Continuing Education of the Hong Kong Baptist University, or equivalent; or
  • (iv)a Professional Diploma in Strategic Purchasing & Supply Chain Management issued by the Institute of Purchasing and Supply of Hong Kong and the Hong Kong Productivity Council, or equivalent; and
• (b)met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in HKDSEE or HKCEE, or equivalent (Note 2); and
• (c)at least 20 years’ full time working experience in performing purchasing and supply and related duties, of which 10 years should work at managerial role in the Government/ public organisations/ University Grants Committee-funded universities. (Note 3). Experience in purchasing medical equipment and/or information technology system would be an added advantage.
