職責
1. 執行研究和分析工作,並為自願醫保及其相關措施的發展提供技術性建議和支援;
2. 主動監察本地保險及醫療巿場的最新動態和熱門話題,掌握資訊並提出可行建議;
3. 定期評估自願醫保計劃,識別計劃須作出調整的事項,以切合市場需要;
4. 協助制定自願醫保的主要績效指標、檢討框架及計劃檢討機制;
5. 協調其他工作單位籌備和執行自願醫保計劃的檢討工作;以及
6. 履行其他由上級指派的職務。
背景
自願醫保是醫務衞生局就個人償款住院保險產品推行的一項政策措施,承保機構和消費者的參與均屬自願性質。在這計劃下,自願參與的承保機構須提供醫務衞生局認可為符合計劃要求的個人住院保險產品,供消費者選擇是否申請投保。
自願醫保計劃辦事處是醫務衞生局轄下的常規辦事處,職責包括為參與計劃的承保機構註冊,審核個人償款住院保險產品以確認產品的認可資格,執行計劃的規管,推行宣傳及消費者教育項目,監察計劃成效,訊息發放及統計數據整理,與處理查詢及投訴等。

1. To undertake research and analysis, and provide technical advice and support for the development of VHIS and related initiatives;
2. To proactively monitor the latest trend and hot topics in the local insurance and healthcare markets, and to identify insights for actionable plans;
3. To carry out periodical evaluation of the VHIS to identify areas of changes to address the market need;
4. To assist in the development of key performance indicators, review framework and scheme review mechanisms of the VHIS;
5. To coordinate with other units in preparing and executing the action plans for scheme review; and
6. To perform other duties as assigned by supervisors.
Background
VHIS is a policy initiative implemented by the Health Bureau (HHB) in respect of individual indemnity hospital insurance products. The scheme is based on voluntary participation by insurers and consumers. Under the scheme, the participating insurers will offer individual hospital insurance plans that are certified by HHB to be compliant with the scheme requirements. It is voluntary for consumers to purchase the plans.
VHIS Office is a regular office set up under the HHB to implement the VHIS. Its duties include registration of the participating insurers, vetting of individual indemnity hospital insurance plans for certification of compliance status, enforcement of scheme regulations, undertaking of publicity and consumer education programs, monitoring of scheme performance, information dissemination and compilation of statistics, as well as handling of enquiries and complaints, etc.

1. 持有本港大學所頒授的學士學位,或具同等學歷;
2. 符合語文能力要求,即在香港中學會考或香港中學文憑考試的中國語文科及英國語文科成績至少達第3等級,或具同等學歷[1];以及
3. 取得有關學歷後,具備至少十年的相關全職工作經驗:
(a) 保險產品設計和開發;或
(b) 保險公司的精算分析工作;或
(c) 與保險相關的研究和分析;或
(d) 保險營運(如風險核保、醫療核保、預先批核╱索償管理)。
保險中介和前線服務(例如客戶服務)的經驗不納入上述範圍。

2. 擁有香港執業精算師資格或醫護專業人員資格;
3. 中英文良好;

6. 具備將研究成果轉化為書面/口頭建議的能力。

Candidates should possess –
1. a bachelor’s degree from a Hong Kong university, or equivalent;
2. language proficiency requirements of Level 3 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE) or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent [1]; and
3. at least ten years’ relevant full-time post-qualification work experience in:
(a) insurance product design and development; or
(b) actuarial analysis work in insurance companies; or
(c) insurance related research and analytics; or
(d) insurance operations (e.g. risk underwriting, medical underwriting, pre-authorisation/claims management).
Experience of insurance intermediary and frontline services (e.g. customer service) is not counted in this context.
Preferred Attributes
1. A degree in Actuarial Science, Insurance or health related discipline;
2. Qualified actuary or healthcare professional to practise in Hong Kong;
3. Good command of English and Chinese;
4. In-depth knowledge about health insurance industry development and practice, such as product design, actuarial practices and/or operations in underwriting and claims settlement;
5. Good analytical and inter-personal skills, and ability to work in a fast-paced environment;
6. High ability to translate research results into written/verbal recommendations.
