職責
擔任此職位的人士的主要職責包括 –
(a) 協助香港司法學院行政總監 / 香港司法學院行政機構專責事務法官制定、管理及推行策略性計劃方案,為法官及司法人員提供全面及有系統的培訓計劃。
(b) 辨識各級法院法官及司法人員的培訓與發展需要,並建議合適的培訓計劃方案。
(c) 設計、發展及推行各類為法官及司法人員而設的司法培訓項目和活動。
(d) 提供法律研究支援,就法官及司法人員指定的個別法律範疇進行研究,並撰寫研究文章 / 報告,供法官及司法人員參考。
(e) 釐清各項議題,督導手冊及培訓材料的編製與更新,並配合香港司法學院的策略性計劃,整合培訓材料。
(f) 與香港及其他司法管轄區的專家、學者、政府機關及其他相關機構建立聯繫,以促進司法培訓與最新法律發展知識的交流。
(g) 監督香港司法學院律師的工作,及為香港司法學院管理委員會和各委員會提供行政及秘書支援。
Main duties of the post-holder include –
(a) To assist the Executive Director of the Hong Kong Judicial Institute / Judge with special responsibility for the Executive Body of the Hong Kong Judicial Institute in the development, management and implementation of strategic plans for the comprehensive and structured training programmes for Judges and Judicial Officers (“JJOs”).
(b) To identify the training and development needs of JJOs at various levels of court and recommend appropriate training programmes.
(c) To design, develop and conduct various judicial training programmes and activities for JJOs.
(d) To provide legal research support for JJOs, to conduct research projects on specific areas of laws as required by JJOs and write research papers/reports for the benefits of JJOs.
(e) To identify issues and oversee the production and updating of manuals and training materials, and to integrate the training materials with the strategic plans of the Hong Kong Judicial Institute.
(f) To develop links with experts, academics, government agencies and other relevant organizations, both in Hong Kong and other jurisdictions, to facilitate exchange of knowledge on judicial training matters and latest developments in laws.
(g) To supervise Counsel of the Hong Kong Judicial Institute and provide executive and secretarial support to the Governing Body and committees of the Hong Kong Judicial Institute.
入職條件
(a) 必須在香港或任何其他普通法司法管轄區内獲律師或大律師資格;
(b) 必須在2018年2月28日或之前,(i) 在執業方面; 及 / 或 (ii) 在司法工作方面;及 / 或 (iii) 在司法或法律培訓 / 教育相關工作方面;及 / 或 (iv) 在法律研究工作方面,具備自取得律師或大律師資格以來最少八年的經驗或綜合經驗;
(c) 申請人須具備良好的策略性思考能力、判斷力、管理能力、溝通能力及人際技巧;
(d) 具備編製刊物 / 手冊及 / 或 提供專業培訓及 / 或法律研究的經驗,以及有關刑事和民事訴訟程序的工作經驗更佳;
(e) 具備優良的英語口語和書面溝通技巧,如兼備優良的中文口語和書面溝通技巧者會獲優先考慮;及
(f) 必須是香港特別行政區永久性居民。
(a) Must be solicitors or barristers admitted/ called in Hong Kong or any other common law jurisdiction;
(b) Must have at least eight years’ post-qualification experience or combined experience by 28 February 2018 (i) as a solicitor or barrister; and/or (ii) in judicial work; and/or (iii) in work relating to judicial or legal training/education; and/or (iv) in legal research work;
(c) Applicants are expected to have good strategic thinking, judgement, management, communication and interpersonal skills;
(d) Experience in the production of publications or manuals and/or the provision of professional training and/or conducting legal research will be an asset as will experience in criminal and civil procedure;
(e) Excellent oral and written communication skills in English and preferably in Chinese as well; and
(f) Must be permanent residents of the Hong Kong Special Administrative Region.
