月薪港幣70,590元至89,460元(視乎經驗而定)
職責
(a) 協助推行自願醫保計劃(自願醫保)的註冊制度,以確保參與計劃的承保機構在產品銷售、保單轉移及產品認可程序等方面符合自願醫保的規定;
(b) 協助推行產品認可及再認可制度,包括根據既定的合規要求審核由承保機構提交作銷售和續約的保險產品,以決定該些產品是否合資格成為自願醫保的認可產品;
(c) 監察和執行計劃的規管,包括發布合規指引及通報程序、就自願醫保認可產品及相關業務常規進行循規審查,以及展開循規調查;
(d) 支援各項研究和分析,以協助推行自願醫保計劃的長遠發展;
(e) 推行自願醫保的宣傳推廣策略和消費者教育工作;
(f) 處理和調查與自願醫保認可產品相關的投訴;以及
(g) 履行其他由上級指派的職務。
背景:
自願醫保是食物及衞生局就個人償款住院保險產品推行的一項政策措施,承保機構和消費者的參與均屬自願性質。在這計劃下,自願參與的承保機構須提供食物及衞生局認可為符合計劃要求的個人住院保險產品,供消費者選擇是否申請投保。
自願醫保計劃辦事處是食物及衞生局轄下的常規辦事處,職責包括為參與計劃的承保機構註冊,審核個人償款住院保險產品以確認產品的認可資格,執行計劃的規管,推行宣傳及消費者教育項目,監察計劃成效,訊息發放及統計數據整理,與處理查詢及投訴等。

(a) Support the implementation of the registration system of the Voluntary Health Insurance Scheme (VHIS) for participating insurers to comply with the scheme requirements in product offering, migration and product certification procedures, etc.;
(b) Support the product certification and re-certification system, to certify the new and renewed insurance plans submitted by insurers as VHIS-compliant insurance plans by vetting their product features against the prevailing complying requirements;
(c) Conduct supervision and enforcement for scheme regulations by issuing compliance guidelines and reporting procedures, conducting compliance check of VHIS certified products and required practices, and carrying out non-compliance investigation;
(d) Support the research and analysis for the long term development of VHIS;
(e) Implement the strategy on publicity, promotion and consumer education of the VHIS;
(f) Handle and investigate complaints relating to VHIS certified products; and
(g) Carry out other duties as assigned by the supervisors.

VHIS is a policy initiative implemented by the Food and Health Bureau (FHB) in respect of individual indemnity hospital insurance products. The scheme is based on voluntary participation by insurers and consumers. Under the scheme, the participating insurers will offer individual hospital insurance plans that are certified by FHB to be compliant with the scheme requirements. It is voluntary for consumers to purchase the plans.
The VHIS Office is a regular office set up under the FHB to implement the VHIS. Its duties include registration of the participating insurers, vetting of individual indemnity hospital insurance plans for certification of compliance status, enforcement of scheme regulations, undertaking of publicity and consumer education programs, monitoring of scheme performance, information dissemination and compilation of statistics, as well as handling of enquiries and complaints, etc.

(b) language proficiency requirements of Level 3 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE) or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent (Note); and
(c) at least ten years’ relevant work experience in insurance operation (e.g. risk underwriting, policy administration, claims management), legal and compliance, complaint handling, operational system development, and/or regulatory works for the insurance sector.
Preferred Attributes –
(a) A degree in Actuarial Science, Law or Business Administration;
(b) Qualified actuary or lawyer to practise in Hong Kong;
(c) Good command of English and Chinese;
(d) Good knowledge about health insurance market operation, such as health-related knowledge involved in underwriting and claims settlement; and
(e) Good analytical and inter-personal skills, and ability to work in a fast-paced environment.

過往香港中學會考中國語文科和英國語文科(課程乙)C級成績,在行政上會被視為等同2007年或之後香港中學會考中國語文科和英國語文科第3等級成績(如申請人在中國語文科並無取得第3等級成績,但取得第2等級成績(或具同等學歷),亦可申請)。
