- (a)就推行18區內的地區項目提供法律意見和支援服務，包括但不限於：
- (i)負責與執行工程項目（包括工程和建築項目）和非工程項目的顧問或承建商之合約安排和協議；
- (ii)進行諮詢和研究；
- (iii)與律政司和其他政府部門／機構聯繫，及／或在有需要時委聘外間的法律服務，以便就各項諮詢和訴訟事宜尋求法律意見／支援；
- (b)就以下的事宜（包括但不限於）向民政事務總署內部提供法律意見和支援服務：
- (i)成立監察機制，監督18區內的地區項目的推行；
- (ii)呈交立法會的文件和提交區議會的報告；
- (iii)財務、程序及合約管理事宜；及
- (c)執行其他獲指派的任務。
職責
- (a)provide legal advisory and support services in relation to the implementation of district projects in 18 districts including but not limited to:
- (i)contractual arrangement and agreement with consultants or contractors for implementation of works (including engineering and architectural projects) and non-works projects;
- (ii)conduct of consultancies and studies;
- (iii)liaison with the Department of Justice and other Government Departments / organizations and/or engaging outside legal service as required in seeking legal advice/support on various advisory and litigation matters; and
- (b)provide in-house legal advisory and support services to the Home Affairs Department on matters including but not limited to:
- (i)setting up of a monitoring mechanism for overseeing the implementation of district projects in 18 districts;
- (ii)submissions to the Legislative Council and reports to District Councils;
- (iii)financial, procedural and contract management matters; and
- (c)perform any other duties assigned as appropriate.
入職條件
申請人必須 -
- (a)
- (i)在《律政人員條例》第2A條及附表2訂明的認可司法管轄區內取得律師資格後，具備最少五年專業經驗；或
- (ii)在《律政人員條例》第2A條及附表2訂明的認可司法管轄區內取得大律師資格後，具備最少四年專業經驗；
- (b)非常熟識合約管理和香港的商業法；及
- (c)符合語文能力要求
- (i)在香港中學文憑考試中國語文科和英國語文科考獲第2級或以上成績，或具同等成績；或
- (ii)在香港中學會考中國語文科和英國語文科考獲第2級或以上成績，或具同等成績
註：就聘任非公務員合約僱員而言，2007年前香港中學會考中國語文科及英國語文科(課程乙)「E級」的成績，在行政上會被視為等同2007年或以後香港中學會考中國語文科及英國語文科「第2級」的成績] 。
Candidates should -
- (a)
- (i)be solicitors with at least 5 years’ professional experience since admission in a recognized jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance; or
- (ii)be barristers with at least 4 years’ professional experience since call to the Bar in a recognised jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance; and
- (b)have profound knowledge of contract management and business law in Hong Kong; and
- (c)have met the language proficiency requirements of
- (i)Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination, or equivalent; or
- (ii)Level 2 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (for the purpose of appointment of non-civil service contract staff, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth).
