兒童發展基金(基金)在2008年4月設立,基金撥款推行計劃,以促進10至16歲弱勢社群青少年的長遠發展。基金旨在讓這些青少年擴闊視野、增廣見聞,以助他們養成儲蓄習慣和規劃未來,從而協助他們克服跨代貧窮。基金已惠及近7 000名來自低收入家庭的青少年。基金詳情可瀏覽www.cdf.gov.hk。
勞工及福利局正為扶貧組招聘公共關係經理(兒童發展基金),主要職務如下:
(a) 協助接觸和聯繫基金計劃的支持者,並進行相關研究,以助物色可能會對基金感興趣的合作伙伴;
(b) 聯絡和協調商界、專業團體、非政府機構、公共機構、政府部門、慈善組織、文化藝術團體、學校等多方持份者,擬訂為基金參與者而設的各項額外活動/項目的詳細安排,並付諸實行,以擴闊參與者的視野,並豐富他們的人生經驗;
(c) 為基金推行各項公共關係及宣傳項目(包括周年大型典禮)提供支援;
(d) 擬訂透過印刷、電子及新媒體和其他途徑推廣基金的詳情,並實行推廣措施,以推動社會支持為基金學員招募友師及提供配對捐款;以及
(e) 因應需要執行其他職務。
The Child Development Fund (CDF) was set up in April 2008 to fund projects which promote the long term development of young people aged between 10 and 16 from a disadvantaged background. The aim is to widen these young people’s horizons, enhance their exposure, help them develop a savings habit and plan for the future, so as to assist them in overcoming inter-generational poverty. Nearly 7 000 young people from low-income families have already benefited from the CDF. More details of CDF are available at www.cdf.gov.hk.
The Labour and Welfare Bureau is recruiting a Public Relations Manager (Child Development Fund) for the Poverty Team. Main duties of the Public Relations Manager (Child Development Fund) are:
(a) to assist in contacting and reaching out potential supporters of CDF projects and to conduct related research for seeking partners which might be interested in CDF;
(b) to liaise and co-ordinate with a wide range of stakeholders, including the business sector, professional bodies, non-governmental organisations, public bodies, Government Departments, charitable organisations, arts and cultural groups, schools, etc, in working out the detailed arrangements of various extra activities/events for CDF participants and to implement them, with the aim of broadening the participants’ horizon and enriching their life experience;
(c) to provide support to CDF in implementing various public relations and publicity events, including an annual large-scaled ceremony;
(d) to work out the details of promotion of CDF via the printed, electronic and new media and other means and execute the promotion initiatives, with a view to cultivating the community’s support in recruiting mentors and providing matching donation to CDF participants; and
(e) to carry out any other duties as and when required.
除享有公眾假期、分娩/侍產假期及疾病津貼外,受聘人連續受僱滿12個月,亦可享有14天有薪年假。受聘人如能圓滿完成合約,而其間一直表現理想,行為良好,可獲發約滿酬金。該筆酬金(如獲發放)連同政府根據《強制性公積金計劃條例》的規定為受聘人向強制性公積金計劃所作的供款,將相等於受聘人在合約期所得底薪總額的15%。
申請人必須:
(a) 持有本港大學學位,或同等學歷,尤以社會科學、文學及人文學、傳理、公共關係、新聞學或市場推廣方面的學位為佳;
(b) 於取得學位後有最少6年全職從事公共事務、企業傳訊、公共關係、推廣或項目管理工作的經驗[參閱註(1)];
(c) 具備卓越的人際及溝通技巧,能夠(以文書和語言)與內部及外間持份者(包括商界、專業團體、非政府機構、公共機構、政府部門、慈善組織、文化藝術團體、學校等)的高層有效溝通;
(d) 具有優秀的中英文書寫能力,英語及粵語流暢,在香港中學文憑考試或香港中學會考英國語文科和中國語文科考獲第3等級或以上的成績,或同等成綪[參閱註(2)];以及
(e) 懂得使用電腦軟件,包括MS Word、PowerPoint、Excel及Publisher。
Candidates should:
(a) have a Hong Kong bachelor degree, or equivalent, preferably in the fields of social science, arts and humanities, communication, public relations, journalism or marketing;
(b) have at least 6 years’ post-degree full-time working experience in public affairs, corporate communication, public relations, promotions or event management [See Note (1)];
(c) have excellent interpersonal and communication skills and be able to communicate effectively (both written and spoken) with internal and external stakeholders, including the business sector, professional bodies, non-governmental organisations, public bodies, Government Departments, charitable organisations, arts and cultural groups, schools, etc;
(d) have excellent writing proficiency in English and Chinese, be fluent in spoken English and Cantonese, with Level 3 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination or in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (2)]; and
(e) be proficient in computer software applications including MS Word, PowerPoint, Excel and Publisher.
(1) 申請人請在申請書中詳列所有有關的工作經驗。
(2) 政府在聘任非公務員時,2007年前的香港中學會考中國語文科和英國語文科(課程乙) C級成績,在行政上會被視為等同2007年及之後香港中學會考中國語文科和英國語文科第3等級成績。
獲取錄者將按非公務員合約條款聘任,為期24個月,並預料於2015年第二季上任。
(a) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。
(b) 作為提供平等就業機會的僱主,政府致力消除在就業方面的歧視。所有符合基本入職條件的人士,不論其殘疾、性別、婚姻狀況、懷孕、年齡、家庭崗位、性傾向和種族,均可申請本欄內的職位。
(c) 非公務員職位並不是公務員編制內的職位。應徵者如獲聘用,將不會按公務員聘用條款和服務條件聘用。獲聘的應徵者並非公務員,並不會享有獲調派、晉升或轉職至公務員職位的資格。
(d) 入職薪酬、聘用條款及服務條件,應以獲聘時的規定為準。
(e) 如果符合訂明入職條件的應徵者人數眾多,招聘部門可以訂立篩選準則,甄選條件較佳的應徵者,以便進一步處理。在此情況下,只有獲篩選的應徵者會獲邀參加招聘考試╱面試。
(f) 政府的政策,是盡可能安排殘疾人士擔任適合的職位。殘疾人士申請職位,如其符合入職條件,毋須再經篩選,便會獲邀參加面試/筆試。
(g) 持有本港以外學府╱非香港考試及評核局頒授的學歷人士亦可申請,惟其學歷必須經過評審以確定是否與職位所要求的本地學歷水平相若。有關申請人須郵寄修業成績副本及證書副本到下列查詢地址。
申請表格[G.F. 340(3/2013修訂版)]可向民政事務總署各區民政事務處諮詢服務中心或勞工處就業科各就業中心索取。該表格也可從公務員事務局互聯網站(http://www.csb.gov.hk)下載。申請人須把填妥的申請書、隨文信件、詳列所有現時及先前受僱工作的職責說明的履歷,以及學歷/專業資格證明書、有關證書和正式修業成績表的副本,於截止申請日期或之前郵寄至下列地址。申請人如在截止申請日期後八個星期內仍未收到面試通知,可視作已經落選。勞工及福利局不會就落選的申請通知個別申請人。
