The Regulatory Affairs Officer (Engineering) will be mainly responsible for – (a) providing professional technical advice in specialist areas in connection with the regulation of communications services; (b) monitoring the telecommunications market and implications on the development of the telecommunications industry, the regulatory framework, and the interests of the consumers of telecommunications services; (c) providing support in research and analysis of policy and regulatory issues, including drafting of information notes, policy papers, guidelines and codes of practices; (d) evaluating licence applications, enforcing licence conditions, regulations and industry code of practice and handling other licence administration matters from the technical perspective; and (e) processing, reviewing and/or investigating cases in relation to anti-competitive conduct, mergers and acquisitions, misleading or deceptive conduct or other unfair trade practices of communications service providers.

Candidates should have – (a) a First or Second class honours bachelor’s degree in Electrical Engineering or Electronics Engineering from a Hong Kong University, or equivalent; (b) at least 2 years’ working experience in the relevant field after obtaining the qualification mentioned in (a), preferably in the telecommunications sector, or equivalent; and (c) met the language proficiency requirements of ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent [Note (1)].
