職責
申請人需要 –
1. 協助總監(自願醫保計劃)推行自願醫保計劃;
2. 根據計劃規則,監督相關審批工作,包括承保機構申請註冊成為自願醫保產品提供者以及為保險產品提交認可/再認可申請以成為自願醫保的認可產品;
3. 制訂並執行規管措施,以確保承保機構所提供的認可產品符合計劃規則;
4. 預估和解決在自願醫保計劃範疇內的規管事宜;
5. 制訂成效指標,監察自願醫保計劃的表現;
6. 協調各項研究和分析,不時檢討自願醫保計劃的合規要求,並協助制訂策略以推動自願醫保計劃的長遠發展;
7. 與各持份團體、政府部門及監管機構聯繫,處理及協調有關推行自願醫保計劃的事宜;以及
8. 有需要時,履行其他由上級指派的職務(包括處理投訴和推廣計劃相關的工作)。

自願醫保計劃(自願醫保)是食物及衞生局就個人償款住院保險產品推行的一項政策措施,承保機構和消費者的參與均屬自願性質。在這計劃下,自願參與的承保機構須提供食物及衞生局認可為符合計劃要求的個人償款住院保險產品,供消費者選擇是否申請投保。
自願醫保計劃辦事處是食物及衞生局轄下的常規辦事處,職責包括為參與計劃的承保機構註冊,審核個人償款住院保險產品以確認產品的認可資格,執行計劃的規管,推行宣傳及消費者教育項目,監察計劃成效,發放訊息及整理統計數據,與處理查詢及投訴等。

The Candidate is required to –
1. assist Head (Voluntary Health Insurance Scheme) in implementation of the Voluntary Health Insurance Scheme (VHIS);
2. oversee the operation of vetting and approving applications for company registration as VHIS Providers and certification / re-certification of insurance plans as VHIS Certified Plans according to the scheme rules;
3. formulate and implement enforcement and supervision measures to ensure that the business practices of VHIS Providers concerning VHIS Certified Plans comply with the scheme rules;
4. foresee and resolve regulatory issues under the aegis of VHIS;
5. develop key performance indicators to monitor the performance of VHIS;
6. coordinate technical support to review of compliance requirements of VHIS from time to time and formulation of strategy to foster long-term development of VHIS;
7. liaise with stakeholder organisations, government departments and regulatory bodies in handling and coordinating matters related to VHIS implementation; and
8. perform other duties as assigned by the supervisors (including those in relation to complaint handling and scheme promotion) as and when necessary.
Background
Voluntary Health Insurance Scheme (VHIS) is a policy initiative implemented by the Food and Health Bureau (FHB) in respect of individual indemnity hospital insurance products. The scheme is based on voluntary participation by insurers and consumers. Under the scheme, the participating insurers offer individual indemnity hospital insurance plans that are certified by FHB to be compliant with the scheme requirements. It is voluntary for consumers to purchase the plans.
The VHIS Office is a regular office set up under the FHB to implement the VHIS. Its duties include registration of the participating insurers, vetting of individual indemnity hospital insurance plans for certification of compliance status, enforcement of scheme rules, undertaking of publicity and consumer education programs, monitoring of scheme performance, information dissemination and compilation of statistics, as well as handling of enquiries and complaints, etc.

入職條件

2. 在香港中學文憑考試或香港中學會考的英國語文科(2007年以前課程乙)及中國語文科成績至少達第3等級,或具備同等學歷(註1);
3. 具備至少13年在金融業專責產品開發、法律及法規事務、營運管理及/或規管有關的工作經驗(註2);
4. 在處理複雜問題或創新項目方面具有豐富經驗;
5. 具備領導能力及優良的分析、表達和社交技巧(註3);以及
6. 能夠應付和適應具壓力和步伐快速的工作環境。

3. at least 13 years’ work experience in the financial sector specialising in product development, legal and compliance, operation management and/or regulatory management (Note 2);
4. solid background in handling complex issues or innovative projects;
5. strong leadership with excellent analytical, presentation and interpersonal skills (Note 3); and
6. ability to work under pressure and in a fast-paced environment.
