職責
(a) 籌劃、推行和監察以青年為本的移動應用程式的端到端開發,包括但不限於監察外部承辦商的表現;
(b) 與外部承辦商緊密合作,並監督內部團隊在移動應用程式的功能開發和設計的進度,而這些功能和設計應與政府持續促進和支持青年發展的使命一致;
(c) 籌劃和推行與移動應用程式發展相關的策略性宣傳和推廣,以建立該移動應用程式的明確價值主張,在 15 至 39 歲的青年中招募應用程式用戶,並持續地提高公眾意識;
(d) 為移動應用程式物色合作機會並與私營和公共部門及/或其他夥伴建立策略性夥伴關係,以持續加強移動應用程式的功能和優惠;
(e) 監察移動應用程式的預算制訂和監控,尤其是相關服務和/或功能的持續能開發和提升,以及其推廣;
(f) 提供行政/管理支援服務,並與相關的官方機構/部門聯絡溝通以倡導和推廣以青年為本的移動應用程式;以及
(g) 執行上級指派的其他職務,包括監督下屬執行工作和在正常辦公時間以外工作。

(a) To plan, execute and monitor the end-to-end development of a youth-centric mobile app, including but not limited to the performance tracking of external contractors;
(b) To work closely with external contractors and provide supervision to the internal team in the mobile app’s functionalities and design which should be aligned with the Government’s mission in promoting and supporting youth development on an on-going basis;
(c) To plan and execute the strategic publicity and promotion strategies for the establishment of a clear value proposition of the youth-centric mobile app, app users recruitment among youth aged 15 – 39 and, generation of on-going public awareness;
(d) To identify collaboration opportunities and cultivate strategic partnership with private and public sectors and/or other external partners for the continuous enhancement of the mobile app’s functionalities and offers;
(e) To oversee the financial and budgetary planning and control in relation to the operation of the mobile app, especially the on-going service and/or function development and upgrade, as well as the publicity;
(f) To liaise with other bureaux/departments in advocating and promoting the youth-centric mobile app and provide executive/administrative support; and
(g) To undertake any other duties as assigned by senior officers, including supervising the work of subordinates and working outside of normal office hours.

(b) 香港中學文憑考試或香港中學會考中國語文科和英國語文科均考獲第3級或以上成績,或具同等學歷 [註(1)];
(c) 在取得上述學歷後,在大型機構或公司,或跨國公司擔任數碼轉型、項目管理或市場宣傳推廣/專案管理崗位並具備至少8年相關的全職工作經驗,當中包括至少3年管理層經驗。在科技顧問行業或公共機構具有同等工作經驗和/或資格的人士亦歡迎申請;
(d) 必須具備在推行數碼轉型的實質經驗及具備移動應用程式領域及其開發生命週期方面的知識;
(e) 在應付策略性夥伴關係發展及於私營機構及/或公共機構或組織管理持份者關係範疇上具備充足的經驗;
(f) 於籌劃和推行策略性會員計劃上具備敏銳度和市場洞察力;
(g) 具備傳統及數碼市場推廣方面的實質經驗;精通社交媒體平台/應用程式,並能掌握18-35歲青年的溝通模式和渠道;
(h) 善於解決問題及具有年輕的心態,能在節奏快速的環境下獨立處理工作,也須能夠在不確定的情況下工作並同時處理多項工作;
(i) 具備極佳的溝通技巧,中英語文講寫能力俱佳,須懂普通話;
(j) 適應力強、態度開明和具備良好的人際技巧;以及
(k) 具備數據分析經驗者佔優。

Candidates should have/should be –
(a) a bachelor’s degree from a Hong Kong university, or equivalent;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE)/Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
(c) a minimum of 8 years’ post-qualification full time work experience in digital transformation, project management, or marketing communications/publicity campaign management in sizeable organisations or multi-national corporations, including at least 3 years of work experience at managerial level. Relevant work experience in technology consultancy or public sector is welcomed;
(d) hands-on experience in implementing digital transformation and knowledge in the mobile application landscape and development life cycle are a must;
(e) proven track record in strategic partnership development and stakeholders management in private and/or public sectors;
(f) acumen and market insights in strategic membership programme planning and implementation;
(g) hands-on experience traditional and digital marketing; Fluent in social media platforms/ mobile applications and other communication channels among youth aged 18-35 in Hong Kong;
(h) a problem-solver with a youthful mindset and able to work independently under a fast-paced environment. Ability to work under ambiguity and to multi-task and is essential;
(i) excellent communication skills with good command of both written and spoken English and Chinese. Knowledge of Putonghua is a must;
(j) adaptive, open-minded and with good interpersonal and soft skills; and
(k) Knowledge in and data analysis would be an advantage.
