職責
「一帶一路」專員負責領導商務及經濟發展局(商經局)轄下的「一帶一路」辦公室,推展香港參與「一帶一路」建設的工作。一般而言,「一帶一路」專員的主要職責如下 –
(a) 就推動香港參與「一帶一路」建設的工作制訂整體策略和倡導推展政策,並向商務及經濟發展局局長提供策略性建議;
(b) 專責監督政府有關「一帶一路」建設的策略及措施,在此重要崗位上協調統籌政府「一帶一路」的工作;
(c) 在推展「一帶一路」建設的工作方面,作為政府與內地/海外當局及香港相關企業/專業界別的主要聯繫;
(d) 促進「政府對政府」和「政府對企業」的溝通,並與相關持份者建立策略性平台,以把握「一帶一路」建設所帶來的機遇;
(e) 領導「一帶一路」辦公室擬訂政策建議及措施,以支持香港參與「一帶一路」建設;以及
(f) 促進和加強與社會各界的聯繫,並在內地及國際場合代表香港處理關於「一帶一路」建設的事宜。

Commissioner for Belt and Road (CBR) is required to lead the Belt and Road Office under the Commerce and Economic Development Bureau (CEDB) in taking forward the work of Hong Kong on the B&RI. In general, CBR is mainly responsible for –
(a) formulating overall strategy and spearheading policy in taking forward Hong Kong’s participation under the B&RI, and providing strategic advice to the Secretary for Commerce and Economic Development;
(b) providing dedicated overview of the Government’s strategies and initiatives under the B&RI, and co-ordinating at a key position within the Government on Belt and Road work;
(c) acting as the Government’s focal point of contact with the Mainland/overseas authorities and relevant business/professional sectors of Hong Kong in pursuit of the B&RI;
(d) promoting Government-to-Government and Government-to-Business connections and establishing strategic platforms with relevant stakeholders to capitalise on the opportunities brought by the B&RI;
(e) leading the Belt and Road Office to draw up policy proposals and measures in support of Hong Kong’s participation in the B&RI; and
(f) promoting and enhancing connections with the community and representing Hong Kong in the Mainland and the international arena on matters relating to the B&RI.

入職條件
申請人於獲聘時須為香港特別行政區永久性居民,並必須在截止申請日期前 –
(a) (i) 具備最少15年擔任高層行政及管理職位的經驗,如曾於大型公共或私人機構工作更佳;或 (ii) 具備最少10年於大型公共或私人機構擔任高層行政及管理職位的經驗,當中包括最少5年直接領導、推廣或管理在「一帶一路」沿線國家進行「一帶一路」相關項目的經驗;
(b) 持有本港大學頒授的學士或深造學位,或同等學歷;
(c) 具備國際視野、敏銳的商業觸覺,並擅長與商界、專業界別以及政府部門聯繫和合作,以及在過去5年內,具備最少2年與內地當局或大型內地企業有事務往來的經驗;
(d) 具備卓越的領導和管理才能,以及良好人際和溝通技巧,以動員社會各界推展「一帶一路」建設的工作,同時全力監督有關香港參與「一帶一路」建設的各項事宜;以及
(e) 中英文書寫能力優良,操流利普通話、粵語及英語。

Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and should possess by the application deadline –
(a) either (i) at least 15 years of administrative and managerial experience in senior positions, preferably with large public or private organisations; or (ii) at least 10 years of administrative and managerial experience in senior positions in large public or private organisations, of which at least 5 years of experience is in directly leading, promoting or managing Belt and Road Initiative-related projects along the Belt and Road countries;
(b) a Bachelor or post-graduate degree from a university in Hong Kong or equivalent;
(c) an international perspective, strong business sense, high capability to interact with interlocutors in the business and professional fields as well as counterparts in the Government, with at least 2 years’ experience of dealing with Mainland authorities or large Mainland enterprises in the past 5 years;
(d) strong leadership and management capabilities as well as good interpersonal and communication skills to mobilise various sectors of the community in pursuit of the Belt and Road Initiative (B&RI) while maintaining a dedicated overview of Hong Kong’s participation in the B&RI; and
(e) strong command of written and spoken Chinese (Putonghua and Cantonese) and English.
