職責
(1)協助規劃新的或改善現有的康體及文化設施,包括在指定地區的基本工程項目及小型工程項目;籌備上述工程項目的執行工作,包括整理設施需求摘要、設施明細表、家具及設備和經常開支以供審批,就工程項目範圍與有關的用戶組別聯絡,就工程項目事宜如設計、實施時間表和費用預算與建築署聯絡,統籌行動科提出的意見,統籌在每年基本工程項目資源分配工作中提交的資料;就地區小型工程建議書的可行性徵詢有關政府部門的意見,以及就撥地事宜及與工程項目相關的其他問題與政府部門聯絡;
(2)協助與相關用戶組別、部門和決策局、顧問公司等聯絡,為在新開發區域(例如新發展區、潛在發展區及新市鎮擴展區等)提供由康樂及文化事務署管理的康體及文化設施進行通盤規劃;(3)審閱和統籌行動科就有關與任何新發展項目相關的發展建議書/顧問報告、大型基建設施、發展大綱圖、分區計劃大綱圖、提交城市規劃委員會的申請、土地用途等事宜提出的意見,以確保保障公眾利益和達致部門目標;
(4)協助擬備工程項目的委員會文件以諮詢區議會及持份者,並協助就立法會、區議員、海濱事務委員會、審計署、申訴專員、城市規劃委員會、各有關機構、諮詢組織及公眾對工程項目和規劃事宜提出的訴求和查詢/投訴擬備答覆,並在有需要時出席區議會/小組委員會會議;
(5)協助監察已動工項目的工程進度,包括統籌工程項目/工地的會議、更新工程進度報告等;確保工程項目能根據用戶和運作需要並按照預定時間表完成和交接;
(6)協助統籌與工程項目相關的報表,擬備簡報資料,以及接受高級人員指派出席與持份者和政府諮詢組織舉行的會議並為高級人員提供支援;
(7)督導工程項目小組內的文書人員;以及
(8)執行高級人員指派的其他職務。

(1) To assist in planning new or improving existing sports, recreation and cultural facilities, including capital works projects and minor works projects in the designated districts, to prepare for their implementation which involves collation of Accommodation Requirement Briefs and Schedules of Accommodation, Furniture and Equipment and recurrent consequences for approval; liaise with relevant user sections on the project scope; liaise with Architectural Services Department on project matters such as design, implementation programme and cost estimates, coordinate comments from operational branches, coordinate inputs for submissions of the annual Capital Works Resource Allocation Exercise; seek comments from relevant government departments on the feasibility of district minor works proposals and liaise with other government departments for land allocation and other issues related to the projects, etc.;
(2) to assist in the liaison with relevant user sections, relevant departments and bureaux, relevant consultants, etc. for the holistic planning for the provision of sports, recreation and cultural facilities under the department’s purview for newly developed areas such as New Development Areas, Potential Development Areas and New Town Extensions, etc.; (3) to examine and coordinate comments from operational branches on development proposals/consultancy reports associated with any new developments, major infrastructure facilities, outline development plans, outline zoning plans, applications to Town Planning Board, land use matters etc.; to ensure that public interest and departmental objectives are safeguarded and achieved;
(4) to assist in drafting council/committee papers on works projects for consultation with District Councils as well as stakeholders and replies to requests and enquiries/complaints from Legislative and District Council Members, Harbourfront Commission, Audit Commission, Ombudsman, Town Planning Board, various related organisations, advisory bodies and members of the public in relation to project and planning matters, and to attend District Council/sub-committee meetings as appropriate;
(5) to assist in monitoring works progress of projects under construction, including co-ordinating project/site meetings, updating works progress reports etc.; to ensure that the projects would be completed and handed over according to the user and operational requirements as well as the planned schedule;
(6) to assist in coordinating project-related returns, preparing briefs and providing support to seniors in attending meetings with stakeholders and Government advisory bodies as assigned by senior officers;
(7) to supervise clerical staff in the project team; and
(8) to perform other duties as assigned by senior officers.

(2)符合語文能力要求,即在香港中學文憑考試或香港中學會考中國語文科和英國語文科取得第3等級或以上成績,或具備同等成績(見註);

(4)具備一般商業電腦軟件(MS Word、Excel及PowerPoint)及中英文文書處理的應用知識;
(5)具備良好人際溝通技巧;以及
(6)在取得有關學歷後,具備最少5年全職從事有關工程項目規劃及執行、城市規劃、都市設計或土地行政的工作經驗,曾在政府、公營機構或法定組織工作為佳。具備處理和參與有關工程項目議題的區議會會議的相關工作經驗佔優。

Candidates should

(4) proficiency in the application of common business software (including MS Word, Excel and PowerPoint) as well as Chinese and English word processing;
(5) have good communication and interpersonal skills; and
(6) have at least 5 years of post-qualification full-time working experience in works project planning and implementation, town planning, urban design or land administration, preferably in Government, public sector or statutory organisations. Relevant experience in handling and attending District Council meetings for works projects related issues will be an advantage.
Note : For non-civil service contract appointment purpose, ‘Grade C' in Chinese Language and English Language (Syllabus B) in the previous HKCEE are accepted administratively as comparable to 'Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
