職責
(1)擔任項目統籌,負責規劃新的或改善現有的康體及文化設施,包括在指定地區的基本工程項目及小型工程項目,並籌備上述工程項目的執行工作,包括就工程項目範圍與相關用戶組別聯絡,就批核工程界定書之前的評估與建築署聯絡,就工程項目尋求政策支援,就擬議的工程項目範圍諮詢區議會及其他持份者,擬備工程界定書以完成技術可行性說明書,就概念設計圖則、工程設計草圖、要求及實施時間表與建築署及行動科聯絡,就設計草圖與海濱發展專責小組及/或區議會聯絡,向建築署跟進提交予城市規劃委員會的規劃申請,監督設施明細表、家具及設備和經常開支的整理工作以供審批,以及就撥地事宜及與工程項目相關的其他問題與政府部門磋商;確保為公眾適時提供康體及文化設施;
(2)與有關的用戶組別、高級人員、相關部門和決策局、顧問公司等聯絡,為在新開發區域(例如新發展區、潛在發展區及新市鎮擴展區等)提供由康樂及文化事務署管理的康體及文化設施進行通盤規劃;
(3)統籌與工程項目相關的報表,擬備工程簡介和簡報資料,以及為高級人員出席與持份者和政府諮詢組織舉行的會議提供支援;
(4)監察工程進度,解決工程項目持份者之間的衝突和紛爭,糾正欠妥之處;確保基本工程項目順利交接,出席或主持工程項目/工地等的會議;確保工程項目能根據使用者和運作需要並按照預定時間表適時並妥善地完成和交接;
(5)代表部門出席跨部門會議,並參與有關康體及文化基本工程項目議題的討論;統籌部門行動科就其他政府工程部門和私人發展商負責的工程項目提出的意見,以確保能保障公眾利益和達至部門目標;
(6)擬備和統籌在基本工程項目資源分配工作中的撥款申請;就指定地區的康體及文化基本工程項目及其他工程項目擬備議會/委員會文件和出席區議會會議;擬備提交予立法會事務委員會、工務小組委員會和財務委員會的文件,擬備工程項目的簡介及答問資料,以及就公眾、傳媒、立法會、區議會、海濱事務委員會、審計署、申訴專員、城市規劃委員會等對工程項目和規劃事宜提出的投訴和查詢擬備答覆;
(7)督導工程項目小組內的行政和文書職系人員;以及
(8)執行高級人員指派的其他職務。

(1) To serve as project co-coordinator in planning new or improving existing sports, recreation and cultural facilities, including capital works projects and minor works projects in the designated districts, to prepare for their implementation, including liaising with relevant users sections on the project scope, liaising with Architectural Services Department (ArchSD) on pre-Project Definition Statements (PDS) assessment, seeking policy support for the projects, consulting District Councils and other stakeholders on the proposed project scope, preparing the PDS for completion of the Technical Feasibility Statements, liaising with ArchSD and operational branches on conceptual layouts, sketch works design, requirements and implementation programme, consulting the Taskforces of the Harbourfront Commission and/or District Councils on the sketch design, following up with ArchSD for planning application to the Town Planning Board, overseeing the collation of Schedules of Accommodation, Furniture and Equipment and recurrent consequences for approval; and negotiating with government departments on land allocation and other issues related to the projects, etc.; to ensure timely provision of sports, recreation and cultural facilities to the public;
(2) to liaise with relevant user sections, senior officers, relevant departments and bureaux, consultants, etc. and plan holistically for the provision of sports, recreation and cultural facilities under the department’s purview for newly developed areas such as New Development Areas, Potential Development Areas and New Town Extensions, etc.;
(3) to coordinate project-related returns, prepare briefs, presentation materials and provide support to senior officers in attending meetings with stakeholders and Government advisory bodies;
(4) to monitor works progress, resolve conflicts and hiccups among project stakeholders, rectification of defects; to ensure the smooth handover of capital works projects, to attend or chair project/site meetings, etc.; to ensure timely and quality completion and handing over of the projects according to the user and operational requirements as well as planned schedule;
(5) to represent the department at inter-departmental meetings and to participate in discussion of issues in relation to sports, recreation and cultural capital works projects; to co-ordinate comments from operational branches of the department on projects undertaken by other works government departments and private developers to ensure that public interest and departmental objectives are safeguarded and achieved;
(6) to prepare and coordinate funding bids under Capital Works Resource Allocation Exercise; prepare council/committee papers and attend meetings at the District Councils for sports, recreation and cultural capital works projects and other works projects in the designated districts; prepare papers for submission to Panel, Public Works Sub-committee and Finance Committee of the Legislative Council, prepare briefing notes and Q&As on projects, and to prepare replies on complaints and enquiries on projects and planning matters from the public, media, Legislative Council, District Councils, Harbourfront Commission, Audit Commission, Ombudsman, Town Planning Board, etc.;
(7) to supervise executive and clerical staff in the project team; and
(8) to perform other duties as assigned by senior officers.

Candidates should
(1) have a bachelor's degree from a university in Hong Kong, or equivalent;
(2) have met the language proficiency requirement of Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (see Note);
(3) have good command of written and spoken Chinese and English;
(4) proficiency in the application of common business software (including MS Word, Excel and PowerPoint) as well as Chinese and English word processing;
(5) have good communication and interpersonal skills; and
(6) have at least 8 years of post-qualification full-time working experience in works project planning and implementation, town planning, urban design or land administration, including at least 3 years at managerial level, preferably in Government, public sector or statutory organisations. Relevant experience in handling and attending District Council meetings for works projects related issues will be an advantage.
Note : For non-civil service contract appointment purpose, ‘Grade C' in Chinese Language and English Language (Syllabus B) in the previous HKCEE are accepted administratively as comparable to 'Level 3’ in Chinese Language and English Language in the 2007 HKCEE and henceforth.
