職責
行政總監是香港司法學院行政機構的主管人員,須向高等法院首席法官負責。擔任此職位的人士的主要職責包括 —
(a) 就制定司法培訓的發展策略方針方面,向司法學院的管理委員會及執行委員會提供意見。
(b) 協助及支援管理委員會、執行委員會、專責委員會及培訓委員會辨識各級法院在司法職務不同範疇的培訓需要,並制定和推行司法培訓項目,以應所需。
(c) 就推行司法培訓、提供法律研究服務及開發和保存不同刊物方面,進行監督。
(d) 就與其他司法管轄區進行專業交流方面,提供支援。
(e) 為管理委員會、執行委員會及其專責委員會和培訓委員會所舉行的會議,提供行政及秘書支援。
(f) 負責行政機構的整體日常運作,並監督其行政工作。
The Executive Director is the head of the Executive Body (“EB”) of the Hong Kong Judicial Institute (“JI”) and is responsible to the Chief Judge of the High Court. Main duties of the post-holder include –
(a) To advise the Governing Body (“GB”) and Executive Committee (“EC”) of the JI in the setting of strategic direction of the development of judicial training.
(b) To assist and support the GB, EC, functional committees and training committees in the identification of training needs of different areas of judicial duties at different court levels and the formulation and implementation of judicial training initiatives to meet such needs.
(c) To oversee the conduct of judicial training, the provision of legal research and the development and maintenance of various publications and manuals.
(d) To provide support to professional exchanges with other jurisdictions.
(e) To provide executive and secretarial support to meetings of the GB, EC and its functional committees and training committees.
(f) To take overall responsibility for the day-to-day work of the EB and to oversee its administration.
入職條件
(a) 必須在香港或任何其他普通法司法管轄區内獲律師或大律師資格;
(b) 必須在2017年2月28日或之前,(i)在執業方面;及/或(ii)在司法工作方面;及/或(iii)在司法或法律或成人培訓/教育相關工作方面;及/或(iv)在法律行政工作方面,具備自取得律師或大律師資格以來最少十年的經驗或綜合經驗;
(c) 申請人須具備良好的策略性思考能力、優良的判斷力、領導才能、管理能力及人際技巧,包括有效地與司法機構內外的持份者建立聯繫及進行溝通的能力;
(d) 具備編製刊物/手冊及/或提供專業培訓的經驗,以及有關刑事和民事訴訟程序的工作經驗更佳;
(e) 具備優良的英語口語和書面溝通技巧,如兼備優良的中文口語和書面溝通技巧者會獲優先考慮;及
(f) 必須是香港特別行政區永久性居民。
(a) Must be solicitors or barristers admitted/ called in Hong Kong or any other common law jurisdiction;
(b) Must have at least ten years’ post-qualification experience or combined experience by 28 February 2017 (i) as a solicitor or barrister; and/or (ii) in judicial work; and/or (iii) in work relating to judicial or legal or adult training/education; and/or (iv) in legal administrative work;
(c) Applicants are expected to have good strategic thinking, excellent judgement, leadership, management, and interpersonal skills, including the ability to effectively network and engage with stakeholders both within and outside the Judiciary;
(d) Experience in the production of publications or manuals and/or the provision of professional training, will be an asset as will experience in criminal and civil procedure;
(e) Excellent oral and written communication skills in English and preferably in Chinese as well; and
(f) Must be permanent residents of the Hong Kong Special Administrative Region.
