培訓發展主任主要負責:
(a) 協助策劃、籌備及成立環境保護署 (環保署)的環境學院,並為環境學院提供行政及運作支援;
(b) 協助整理所有科、組、課及分科的培訓和專業發展項目;管理及協調培訓和專業發展的資源;
(c) 協助檢討培訓和專業發展項目,並提出改善建議;
(d) 協助策劃、設計、組織、執行及宣傳為新入職及現任職員就職業、法律、管理和溝通等方面的培訓課程;
(e) 協助策劃及制定部門培訓管理的政策及系統,以評估講員的工作表現、課程質素、課程內容和教材;
(f) 就職員培訓及發展相關事宜,聯繫公務員培訓處及其他決策局/部門,及提供行政及運作支援;及
(g) 執行其他相關職務。
(註: 工作時間及地點須視乎部門的運作需要而定。獲錄用者或需(a)不定時及超時工作,包括晚上及周末和周日;及(b)不時在戶外工作。)
Training and Development Officer is mainly deployed to:
(a) assist in planning, preparing and establishment of the Environmental Academy (EnA) of Environmental Protection Department (EPD), and provide administrative and operational support to the EnA;
(b) assist in coordinating the training and professional development programmes of all divisions, groups, sections and streams; manage and coordinate the resources for training and professional development;
(c) assist in reviewing the training and professional development programmes, and provide recommendations for improvement;
(d) assist in planning, designing, organizing, implementing and publicizing training programmes on vocational, legal, management & communications, etc. for new and serving officers;
(e) assist in planning and formulating departmental policies and system on training management for evaluating the work performance of speakers, quality of programmes, contents and teaching materials;
(f) liaise with Civil Service Training and Development Institute and other bureaux / departments on matters related to staff training and development, and provide administrative and operational support for matters related to training and development; and
(g) perform any other related duties as assigned.
(Note: The hours and venues of work may be varied having regard to the operational needs of the department. The successful candidate may be required to (a) work irregular hours and overtime, including evenings and weekends; and (b) work occasionally outdoors.)
受聘人會享有14天有薪年假。政府會按照《僱傭條例》的規定,在適當情況下向受聘人提供休息日、法定假日 (或代替假日)、產假/侍產假和疾病津貼。受聘人如能圓滿履行合約,而期間一直表現理想兼行為良好,可獲發約滿酬金。該筆酬金,連同政府按《強制性公積金計劃條例》的規定為受聘人向強制性公積金計劃所作的供款,會相等於受聘人在合約期內所得底薪總額的15%。

(a) 持有本港大學頒授的學位,或具備同等學歷;(b) 取得學位後具有最少六年行政、管理或培訓的相關全職工作經驗,尤以在政府或公營機構內培訓(包括:專業知識、管理、人力資源管理、語言、傳訊等範疇) 及在制訂培訓發展策略、計劃和課程方面具備豐富經驗;(c) 在香港中學文憑考試或香港中學會考中國語文科和英國語文科達到第3級或以上成績,或具同等成績(註:在2007年前的香港中學會考中國語文科和英國語文科(課程乙) C級成績,在行政上會視作等同2007年或以後香港中學會考中國語文科和英國語文科第3級成績);(d) 具良好中文及英文書寫及會話溝通技巧,並能操普通話;(e)具良好人際關係及溝通技巧;(f) 具自發性;(g) 在壓力下工作;及(h)在緊迫的時間內同時處理多個項目的工作。
Candidate should have/be –
(a) a degree from a university in Hong Kong, or equivalent; (b) minimum six years' relevant full time post-qualifications working experience in administrative / management / training, preferably in work related to training within the government or public organizations (including training on professional knowledge areas, management, human resource management, language, or communication, etc.) and solid experience in developing training and development strategies, plans and programmes; (c) Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note: 'Grade C' in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 are accepted administratively as comparable to 'Level 3' in Chinese Language and English Language in the 2007 HKCEE and henceforth); (d) good oral and written communication skills in both Chinese and English and able to speak in Putonghua; (e) good interpersonal and communication skills; (f) self-motivated; (g) able to work under pressure; and (h) able to handle multiple projects within tight time frames.
