The Head of the Civil Service College is required to take forward the mission of the College in enhancing training for the civil service, particularly as the backbone of the Government in ensuring the accurate and comprehensive implementation of “One Country, Two Systems”. Specifically, the major duties and responsibilities of the post are -
(a)to head the Civil Service College, and formulate and spearhead the policy and strategy in delivering and enhancing civil service training, including training in the country's Constitution and in the Basic Law, national security, national studies and other training to meet the service-wide training needs of civil servants;
(b)to formulate training-related policy and rules for service-wide application;
(c)to tender advice and recommendations to the Secretary for the Civil Service and the Permanent Secretary for the Civil Service, and to bureaux/departments, on training and development matters, including training and development for succession management, and implement various training-related initiatives;
(d)to oversee the secretariat support to the Civil Service Training Advisory Board, and the implementation of its recommendations as appropriate;
(e)to serve as the focal point of contact with counterparts on civil service training and development, particularly professionals and experts in relevant fields, and relevant institutions in the Mainland and other places, in promoting connections and exploring collaboration; and
(f)to serve as Head of the Training Officer Grade, and oversee the administration and resource management of the College to ensure its efficient and effective operation.
Candidates must be permanent residents of the HKSAR at the time of appointment. They should have-
(a)a Bachelor's or post-graduate degree from a Hong Kong university, or equivalent;
(b)at least 15 years of administrative / managerial / professional experience with relevance to training and education, including at least 8 years in a leadership position in a sizable organisation;
(c)strong leadership, management and organisational capabilities; the acumen to appreciate the challenges, development needs and opportunities facing civil servants as well as the local, national and international affairs impacting the civil service; and strong communication and interpersonal skills;
(d)comprehensive and accurate understanding of:
(i)the Constitution of the People's Republic of China;
(ii)the Basic Law of the Hong Kong Special Administrative Region of the People's Republic of China; and
(iii)the Law of the People's Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region [See Note] ;
(e)good understanding of our nation's history, the development of our nation in recent decades as well as our nation's promulgated development directions; and
(f)a strong command of written Chinese and English, and proficiency in spoken Cantonese, Putonghua and English, and preferably understanding and appreciation of Chinese culture.
Possession of
(i)solid experience in leading organisation transformation or formulating staff development strategies; and
(ii)working and/or education experience in renowned Mainland or overseas institutions will be an advantage.
