職責
(a) 就發展建議對戶外空氣流通的影響進行專家評估，並檢討／制訂就規劃相關項目進行空氣流通評估的方式和方法；
(b) 就該些為支持規劃相關項目(例如規劃申請、規劃研究、工程可能性研究，以及其他公私營發展的建議)而提交的空氣流通評估提供專業意見及建議、擬備報告和出席相關的會議；
(c) 協助督導及監督規劃署的空氣流通評估定期合約顧問的服務表現，以確保所提供的空氣流通評估服務的質素；
(d) 擬定切實可行的方式和方法，並制訂相關指引，以方便就規劃相關項目進行空氣流通評估；
(e) 為專業職系人員提供培訓，讓人員獲得有關空氣流通評估的基本知識；透過講座向外界機構／人士講解就規劃相關事項應用空氣流通評估的事宜；以及在有需要時，與學術／專業機構就與空氣流通評估有關的議題進行合作；
(f) 根據《就香港發展項目進行空氣流通評估技術指南》，運用計算模擬技術進行空氣流通評估，以評估發展建議對戶外風環境的影響；以及
(g) 管理一套電腦模擬系統，用以評估發展建議對戶外空氣流通的影響。

(a) To carry out expert evaluation on the outdoor air ventilation impact of development proposals and review/devise approaches and methodology in conducting air ventilation assessments (AVAs) for planning-related projects;
(b) To provide professional comments and advice, prepare reports and attend meetings in relation to AVAs submitted in support of planning-related projects such as planning applications, planning studies, engineering feasibility studies and other public and private development proposals;
(c) To assist in supervising and overseeing the performance of AVA Term Consultancies of Planning Department to ensure the quality of AVA services provided;
(d) To devise practical approaches and methodologies, and formulate guidelines to facilitate conducting AVA for planning-related projects;
(e) To provide trainings to professional grade officers for acquiring basic knowledge in AVA, give talks on application of AVA on planning-related issues to outside parties, and work in collaboration with academic/professional institutions on AVA-related subjects, if required;
(f) To conduct AVA and assess impacts of development proposals on the outdoor wind environment by computer simulation with reference to the Technical Guide for Air Ventilation Assessment for Developments in Hong Kong; and
(g) To maintain a computer simulation system for outdoor air ventilation assessment of development proposals.

(a) 持有本港大學頒授的土木、機械、結構、環境、航空或屋宇裝備工程學、數學、應用科學、物理學、環境科學及研究、大氣科學、氣象學或相關學科的學士或以上學位，或具同等學歷；
(b) 就上文(a)段所提及的學科，取得本地認可專業機構的正式會員資格，或具同等資格；
(c) 在取得上文(b)段所述的專業資格後，具備至少六年從事與規劃及發展項目有關的空氣流通評估(包括建築發展和實質環境的計算流體動力學模擬和戶外風流通分析)的相關工作經驗；
(d) 在香港中學文憑考試或香港中學會考中國語文科和英國語文科考獲第2級或以上成績，或具同等成績[請參閱註(ii)]；以及
(e) 操流利粵語和英語。
具備以下經驗／資格的申請人可獲優先考慮：
(f) 具有就根據《城市規劃條例》提交的規劃申請、規劃研究、工程可行性研究及履行契約條件等事宜進行空氣流通評估的相關經驗；
(g) 具有電腦硬件和軟件系統整合經驗及具有應用在戶外空氣流通評估方面的風洞模型知識；
(h) 曾接受計算流體動力學模擬方面的認可培訓；以及／或
(i) 曾接受有關「綠建環評」和《可持續建築設計指引》的認可培訓／具備有關的認可經驗。

Candidates should -:
(a) have a bachelor’s degree or above from a Hong Kong university, or equivalent, in Civil, Mechanical, Structural, Environmental, Aeronautical or Building Services Engineering, Mathematics, Applied Science, Physics, Environmental Science and Studies, Atmospheric Science, Meteorology or relevant fields;
(b) have corporate membership of a local recognized professional institution or equivalent in the relevant fields as mentioned in paragraph (a) above;
(c) have at least 6 years’ relevant working experience in air ventilation assessment (including computational fluid dynamic simulation and analysis of outdoor wind flow on building developments and physical environment) in relation to planning and development projects, after obtaining the professional qualification stated in (b) above;
(d) have attained Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (ii)]; and
(e) speak fluent Cantonese and English.
Preference will be given to candidates who have:
(f) relevant experience in air ventilation assessments related to planning applications submitted under the Town Planning Ordinance, planning studies, engineering feasibility studies, and compliance with lease conditions etc.
(g) experience in computer hardware and software system integration combined with wind tunnel modeling knowledge applicable to outdoor air ventilation assessment;
(h) recognized training in computational fluid dynamic simulation; and/or
(i) recognized training/experience in BEAM Plus and Sustainable Building Design Guidelines (SBDGs).
