職責
財政預算案及稅務政策組主任將會被調派到財政司司長辦公室轄下的財政預算案及稅務政策組及負責領導和管理財政預算案及稅務政策組,以就財政預算案相關建議的制訂和跟進工作為財政司司長提供支援,並督導香港的策略性稅務政策和措施,其主要職責包括—
(a) 監督財政預算案及稅務政策組的工作;
(b) 協調策略性稅務政策和措施,以配合政府的整體經濟發展工作;
(c) 審視國際稅務環境的最新發展趨勢,評估其對香港的相關性並制訂應變措施,以及
(d) 支援財政司司長制訂財政預算案的整體策略和框架;監察經由財政預算案諮詢工作和其他途徑所得的回應並提供意見;以及協調各局/部門並與政府以外的持份者聯絡,跟進所收到的財政預算案建議。

The Head, Budget and Tax Policy Unit will be deployed to the Budget and Tax Policy Unit (BTPU) under the Financial Secretary's Office and is required to lead and manage the BTPU to assist the Financial Secretary in the formulation and follow-up of Budget-related proposals as well as spearhead strategic tax policies and measures in Hong Kong. His/Her main duties include –
(a) Supervise the work of BTPU;
(b) Support the Government's overall efforts in economic development through co-ordination of strategic tax policies and measures;
(c) Monitor new developments in the international tax scene, assess their relevance to Hong Kong and formulate responses; and
(d) Provide support to the Financial Secretary in formulating the overall strategy and framework for the Budget; monitoring and advising on response collected through Budget consultation and other channels; and co-ordinating with bureaux/departments and liaising with stakeholders outside the Government to follow up on Budget proposals received.

申請人於獲聘時須為香港特別行政區永久性居民,並必須在截止申請日期前—
(a) 持有香港任何一所大學頒授的會計學、法律或相關學科(修讀科目必須包括稅務)學士或深造學位,或具備同等學歷;
(b) 取得有關學歷後,具備最少20年稅務/會計專業工作經驗,其中15年須為高層管理經驗。申請人如在稅務政策和稅務管理方面擁有豐富經驗,並具備國際經驗,將獲優先考慮;具備公共服務經驗更佳;
(c) 具備國際視野和敏銳的商業觸覺、在研究工作方面有優良往績,並善於與跨國企業、業界組織、國際機構、公眾人士和政府部門等不同持份者溝通,闡釋複雜的稅務概念;
(d) 具備卓越的領導和管理才能,以就研究項目的優次發出指示、統籌項目、分配資源和就政府的稅務政策研究綱領制訂策略方針;以及
(e) 中英文書寫能力優良,操流利普通話、粵語及英語。

Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and should possess by the application deadline –
(a) A Bachelor or post-graduate degree in accountancy or law, or related field with taxation as one of the subjects studied, from a university in Hong Kong or equivalent;
(b) At least 20 years' relevant post-qualification professional experience in the field of taxation / accounting, of which 15 years should be in a senior management role. Those with substantial experience in the areas of tax policy and tax administration, and in possession of international working experience would be preferred. Experience in public service is an advantage;
(c) An international perspective, strong business sense, strong track record in research and high capability to effectively engage and communicate complex tax concepts to various stakeholders, including multinational corporations, industry organizations, international organizations, the public as well as counterparts in the Government;
(d) Strong leadership and management skills to direct research priorities, coordinate projects, allocate resources, and provide strategic direction to the Government's tax policy research agenda; and
(e) Strong command of written and spoken Chinese (Cantonese and Putonghua) and English.
