職責
公務員學院副院長須協助履行學院提升公務員培訓的使命,特別是透過提升培訓,使公務員隊伍更好地擔當政府骨幹的角色,確保準確全面落實「一國兩制」。具體而言,職位的主要職務與職責如下 –
(a) 協助制定培訓政策及策略,並監督其在公務員隊伍的實施情況;
(b) 帶領兩個培訓中心,協調學院主要工作範疇的日常運作,長遠而言,加強學院能力以應付擴大後的職能;
(c) 建立對領導、公共政策及管治的研究能力,協助與本地、內地及國際相關機構建立網絡以便交流和協作,以及與各政策局/部門保持合作,共同貫徹落實公務員的培訓政策;
(d) 協助推動科技使用和發展資訊科技基礎設施,以加強公務員培訓,包括發展網上學習;
(e) 督導公務員培訓諮詢委員會秘書處的工作,及學院落實委員會建議的情況;
(f) 協助監督學院的日常運作,特別在資源管理方面;以及
(g) 擔任學院院長的副手,在有需要時代理學院的一切事宜。

The Deputy Head of the Civil Service College is required to assist in taking forward the mission of the College in enhancing training for the civil service, particularly as the backbone of the Government in ensuring the accurate and comprehensive implementation of “One Country, Two Systems”. Specifically, the major duties and responsibilities of the post are –
(a) to assist in formulating training polices and strategies, and oversee their implementation in the civil service;
(b) to lead the two Schools of the Civil Service College, coordinate efforts of major work streams in the day-to-day operation of the College, and develop the College’s long-term capacity for its expanded functions;
(c) to build research capability in leadership, public policy and governance, assist in the collaboration with local, Mainland and international counterparts for exchanges and collaboration, and maintain partnership with bureaux / departments for implementing civil service training policies;
(d) to help steer the use of technology and development of IT infrastructure for the enhancement of civil service training, including e-learning development;
(e) to oversee the secretariat of the Civil Service Training Advisory Board and the College’s implementation of its recommendations;
(f) to assist in monitoring the day-to-day management of the College, particularly in respect of resource management; and
(g) to deputise the Head of the Civil Service College where needed.

申請人於獲聘時必須是香港特別行政區永久性居民,並須 –
(a) 持有由本港大學頒授的學士或深造學位,或同等學歷;
(b) 具備最少12年與公共行政、公共服務、行政人員培訓、高等教育相關的行政/管理/專業經驗,或從事公共行政或相關範疇的研究工作,其中最少六年在大型機構擔任領導層職位;
(c) 具備卓越領導、管理及組織能力;敏銳觸覺,洞悉公務員面對的挑戰、發展需要和機遇,及關乎政府工作的本地、國家和國際事務;以及良好的溝通及人際技巧;
(d) 全面和準確掌握:(i)《中華人民共和國憲法》;(ii)《中華人民共和國香港特別行政區基本法》;以及(iii)《中華人民共和國香港特別行政區維護國家安全法》;
(e) 充分理解國家的歷史、國家近數十年的發展,以及國家頒布的發展方向;
(f) 具備優良中英文書寫能力,並能說流利粵語、普通話及英語;以及
(g) 在《基本法及香港國安法》測試(學位或專業程度職系)取得及格成績[見註]。
申請人如具備下述經驗者更佳:(i)在帶領機構變革或制定員工發展策略方面的豐富經驗;以及(ii)管理培訓或高等院校的經驗。

Candidates must be permanent residents of the Hong Kong Special Administrative Region at the time of appointment and should have –
(a) a bachelor’s or post-graduate degree from a Hong Kong university, or equivalent;
(b) at least 12 years of administrative or managerial or professional experience relating to public administration; public service; executive training; tertiary education; or research in public administration or related areas, including at least six years in a leadership position in a sizable organisation;
(c) strong leadership, management and organisational capabilities; the acumen to appreciate the challenges, development needs and opportunities facing civil servants as well as the local, national and international affairs impacting the civil service; and strong communication and interpersonal skills;
(d) comprehensive and accurate understanding of: (i) the Constitution of the People’s Republic of China; (ii) the Basic Law of the Hong Kong Special Administrative Region of the People’s Republic of China; and (iii) the Law of the People’s Republic of China on Safeguarding National Security in the Hong Kong Special Administrative Region;
(e) good understanding of our nation’s history, the development of our nation in recent decades as well as our nation’s promulgated development directions;
(f) a strong command of written Chinese and English, and proficiency in spoken Cantonese, Putonghua and English; and
(g) a pass result in the Basic Law and National Security Law Test (BLNST) (Degree / Professional Grade) [see note below].
Possession of (i) solid experience in leading organisation transformation or formulating staff development strategies; and (ii) management experience in a training / tertiary institute will be an advantage.

(b) at least 12 years of administrative or managerial or professional experience relating to public administration; public service; executive training; tertiary education; or research in public administration or related areas, including at least six years in a leadership position in a sizable organisation;
