投資推廣署現正物色充滿熱誠、以目標及成效為本的優秀專才,加入香港的新資本投資者入境計劃(CIES)團隊,擔任一級項目主任(資本投資者入境計劃)一職。此職位須具備分析及審閱投資的技巧,處理CIES的申請及為團隊提供支援,利便於獲許投資資產如股票、基金、債券等類別(不包括物業)投資達港幣3,000萬元或以上的合資格投資者申請來港居留。
職位
你須向投資推廣署高級項目主任(資本投資者入境計劃)匯報工作,於申請處理組擔任個案主任的角色,審查和分析CIES申請人財務方面的證明文件,並跟進轉介給香港入境事務處進一步處理申請。你亦須與香港家族辦公室(FOHK)、香港入境事務處、香港金融管理局、證券及期貨事務監察委員會和其他相關政府決策局及部門緊密合作。
要勝任以上職位,你須:
(a) 注重細節並具備卓越的策劃和組織能力;
(b) 對金融衍生產品及新推行的CIES的規則有充分認識;
(c) 具備金融和多類別投資評估的實務經驗;
(d) 具備評估和分析投資組合的資產和負債的能力;
(e) 對反洗黑錢及對銀行和投資領域的其他合規政策有認知;
(f) 具備管理多個聯絡點的能力,並能快速回應日程優先事項變動;
(g) 在壓力下獨立完成工作,以達到表現指標,並能訂定目標和發揮團隊精神;
(h) 具備良好的分析能力及溝通和人際技巧,並善於管理;以及
(i) 熟悉電腦軟件的操作,包括文書處理、試算表和演示軟件及數據分析工具。
職責
(a) 處理CIES的申請、查詢及/或投訴,並協助解決問題;
(b) 對CIES申請人的個人資料進行盡職調查;檢閱、分析、審查和評估所提交的 CIES 申請及其投資組合,並監察CIES的成功申請人於逗留期間是否遵守新的計劃規則;
(c) 審批申請人的投資是否符合資格,並建議轉介個案至香港入境事務處;
(d) 了解獲許投資資產的最新發展情況、香港金融監管機構制定的規則、標準和政策以及新推行的CIES對投資組合的要求,並撰寫和更新處理CIES申請的審批指南和信函範本;
(e) 在整個申請過程中與主要持份者(包括相關政府決策局及部門、香港入境事務處、專業團體、申請人及其指定的服務提供者)聯絡;
(f) 根據新推行的CIES的計劃規則、政府和投資推廣署的內部規則和規例,確保團隊內部有適當和高標準的治理,並協助上級監察結果、關鍵績效指標和交付績效的情況,並整合相關的統計數據及匯報運作相關事宜;以及
(g) 在有需要時執行其他職務。
InvestHK is looking for a passionate, high-calibre, result-oriented professional to join the new Capital Investment Entrant Scheme (CIES) team in Hong Kong as Project Executive I. In this exciting role, you will need to deploy your analytical and investment vetting skills to process CIES applications and provide support to the CIES team to facilitate the entry for residence for eligible investors from around the world who make investment of HK$30 million or above in permissible investment assets such as stocks, funds, bonds, etc., (excluding property) applying for entry into Hong Kong via the new CIES.
The Role
Reporting to the Senior Project Executive of CIES, InvestHK, you will be part of the Application Processing Team acting as a case officer to vet and analyse the financial aspects of the CIES applications and supporting documents from applicants and to follow up referral of recommended applications to Hong Kong Immigration Department for further processing. You will work closely with other team members in Family Office Hong Kong (FOHK), Hong Kong Immigration Department, the Hong Kong Monetary Authority, the Securities and Futures Commission (SFC), and other relevant Government bureaux/departments.
You will need to demonstrate:
(a) strong attention to details, planning and organisational abilities;
(b) knowledge and understanding of financial instruments and the new CIES Rules;
(c) hands-on experience in financial and multi-class investment assessment;
(d) ability to assess and analyse assets and liabilities of investment portfolios;
(e) awareness of anti-money laundering and other compliance policies in banking and investment;
(f) ability to manage multiple touchpoints and respond quickly to changes in priorities;
(g) ability to work independently under pressure to meet performance targets and set forth objectives and as a team player;
(h) good analytical, communication and interpersonal skills, and strong governance; and
(i) good knowledge of the application of computer software such as word processing, spreadsheet and presentation software and data analysis tools.
Duties
(a) To process CIES applications, handle CIES enquiries and/or complaints, and help resolve issues;
(b) To conduct due diligence on CIES applicant profiling; review, analyse, vet and evaluate CIES applications and investment portfolios submitted and monitor the compliance of the new Rules for the CIES throughout the stay of the successful applicant;
(c) To approve eligibility of individual applications on the investment aspects and recommend referrals to Hong Kong Immigration Department;
(d) To keep abreast of the development of permissible investment assets, the rules, standard and policies set forth by Hong Kong Financial Regulators and the Portfolio Maintenance Requirements implemented under the new CIES, compile and update the vetting guidelines and letter templates on processing CIES applications;
(e) To liaise with key stakeholders, including relevant Government bureaux and departments, Hong Kong Immigration Department, professional bodies, applicants and their appointed service providers throughout the application process;
(f) To ensure proper governance and a high standard within the team in accordance with the new CIES Rules, internal rules and regulations within the Government and InvestHK, and assist your seniors in monitoring results, key performance indicators and performance delivery of each CIES team member, and compile relevant statistics and reports on the operation of the CIES; and
(g) To perform any other duties as and when required.
(a) 受聘人如能圓滿地完成整個合約,並在合約期內一直維持良好的工作表現,可獲發一筆約滿酬金。該筆酬金,加上部門按照《強制性公積金計劃條例》的規定為受聘人向強制性公積金計劃所作的供款,將相等於受聘人在合約期內支取的基本薪金總額的15%;及
(b) 可享有每年14天有薪年假,並享有《僱傭條例》規定而又適用的其他福利,例如休息日、法定假日(或代替假日)、產假/侍產假和疾病津貼。
(a) 持有香港任何一所大學所頒授的學士學位,或具同等學歷 (持有專業資格如註冊會計師、特許財務分析師及/或銀行業專業相關的專業資格為佳);
(b) 具備最少三年一般行政及/或財務方面的相關全職工作經驗,當中最少兩年為銀行業的管理或與證券及期貨事務監察委員會有關者較佳;
(c) 符合語文能力要求,具備綜合招聘考試兩份語文試卷(即中文運用及英文運用試卷)的“二級”成績,或同等成績[見註(a)至(c)];
(d) 中英文文書溝通良好,亦須操流利英語、廣東話及普通話;以及
(e) 精通中英文文書處理及以下應用程式:Microsoft Word、Excel及PowerPoint。
(a) A Bachelor's degree from a Hong Kong university, or equivalent (professional qualifications such as Certified Public Accountant, Chartered Financial Analyst, and/or in banking would be an advantage);
(b) A minimum of three years of relevant full-time work experience in general administration, and/or finance fields, with at least two years’ managerial experience in banking or with the SFC would be preferred;
(c) Meet the language proficiency requirements of “Level 2” results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE) or equivalent (see Notes (a) to (c));
(d) Good command of both written and spoken Chinese (Cantonese and Putonghua) and English; and
(e) Proficiency in English and Chinese word processing, and in the applications of Microsoft Word, Excel and PowerPoint.
(a) 香港中學文憑考試中國語文科第5級或以上成績會獲接納為等同綜合招聘考試中文運用試卷的二級成績。香港中學文憑考試英國語文科第5級或以上成績會獲接納為等同綜合招聘考試英文運用試卷的二級成績。
(b) 香港高級程度會考英語運用科或英國普通教育文憑高級程度考試英國語文科C級或以上成績會獲接納為等同綜合招聘考試英文運用試卷的二級成績。香港高級程度會考中國語文及文化、中國語言文學或中國語文科C級或以上成績會獲接納為等同綜合招聘考試中文運用試卷的二級成績。
(c) 在國際英語水平測試制度(IELTS)學術模式整體分級取得6.5或以上,並在同一次考試中各項個別分級取得不低於6的人士,在考試成績的兩年有效期內,其IELTS成績可獲接納為等同綜合招聘考試英文運用試卷的二級成績。IELTS考試成績必須在職位申請期內其中任何一日有效。
獲錄取的申請人將按非公務員合約條款聘用,一般為期24個月。續約與否視乎屆時本署的服務需要及申請人的工作表現及品行而定。
(a) 除另有指明外,申請人於獲聘時必須已成為香港特別行政區永久性居民。
