A Research Officer (Public Health) will be mainly deployed to perform the following duties –
(a) Set up, operate, maintain and evaluate information systems on clinical services and public health subjects including surveillance;
(b) Update and maintain various databases, compile statistical reports, and perform statistical analysis and test results validation;
(c) Coordinate, design and provide inputs on compilation and analysis of statistics/ health data;
(d) Plan, carry out and support statistical/ research projects/ clinical studies/ public health studies/ investigations including conducting data analysis, compiling research reports, briefs, statistical or progress reports and research projects on related subjects, and make recommendation to the management;
(e) Conduct and compile reports on literature review, analyse and interpret data for planning of various clinical issues and public health subjects, and apply the findings in system development;
(f) Participate and provide liaison and support for users or stakeholders in system development;
(g) Handle enquiries and take up liaison work related to health information and research;
(h) Prepare draft Information and Discussion Papers for meetings, and assist in taking meeting notes or minutes when necessary;
(i) Manage data governance activities and be responsible for improving the quality and management of data, driving changes and improvements;
(j) Establish and promulgate standards and guidelines on use, disclosure, and dissemination of data;
(k) Support public health investigation and control by processing applications for registration, expansion or variation of services and re-registration of private healthcare facilities, conducting inspections at private healthcare facilities and handling related enquiries and/or complaints;
(l) Review and evaluate the healthcare related audit/investigation of government facilities at government healthcare facilities/ offices, and monitor the relevant case progress by providing support or suggestions;
(m) Liaise with internal parties and/or service vendors for designing and executing healthcare-related projects, promulgating health safety publicity information and public health education, and handling related enquiries and/or complaints;
(n) Liaise with service contractors and/or non-governmental organisations encountering any contract related matters; and
(o) Carry out any other duties as assigned by senior officers.

Candidates should –

(a) (i) have a Master degree in Public Health, Epidemiology and Biostatistics, Infection Control, Data Science, Quantitative Analysis or Statistics from a Hong Kong university, or equivalent; or
(ii) have a postgraduate diploma in Public Health, Epidemiology and Biostatistics, Infection Control, Data Science, Quantitative Analysis or Statistics from a Hong Kong university, or equivalent, with 2 years’ relevant full time post qualification working experience;

(b) in addition to requirement (a), another 2 years’ relevant full time post qualification working experience in conducting public health, epidemiology, social behaviour research/ survey; risk communication; viral / microbiological research/ survey; infectious diseases forecasting model development; data management and analysis; statistical programming; or participation in the development, testing and management of information system and large databases is preferred;

(c) meet the Language Proficiency Requirement:
(i) Level 3 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE) or Hong Kong Diploma of Secondary Education Examination (HKDSEE) or equivalent [Remark(1)]; or
(ii) have (1) Chinese Language and Culture or Chinese Language and Literature and (2) Use of English at “Grade E” or above in the Hong Kong Advanced Level Examination (HKALE), or equivalent; and

(d) be able to speak fluent Cantonese and English.
