職責
(a) 為民政及青年事務局(民青局)與青年發展委員會(青發會)的青年發展措施協助制訂並落實全面的策略性宣傳(涵蓋一眾社交媒體平台)與品牌建立計劃;
(b) 管理、拓展和發掘新電子平台以培育青年社羣,並通過製作具說服力且與青年相關的創新內容,包括配合民青局與青發會所訂青年發展目標的貼文、影像、影片、音訊及平面圖像,提升青年參與度;
(c) 對網絡與社交媒體營銷、策略及活動的成效進行內部檢討和匯報,包括對推廣方法或工具進行數據分析。監察社交媒體工具、應用程式、頻道、設計及策略方面的市場趨勢,並定期提出改善建議;
(d) 協調內部持份者以在推廣各項青年發展措施上達致協同效應,以及進一步聯繫社區、傳媒及相關持份者;
(e) 提供專業支援或聘用並管理合適的服務供應商,確保投放足夠資源於數碼媒體╱廣告╱印刷方面的平面圖像設計、網絡與社交媒體設計、內容管理、HTML編碼、攝影、錄影、動畫製作或其他所需服務;
(f) 因應開發、維護和優化這些電子平台的需要,制訂並管控相關項目計劃、時間表及預算;
(g) 執行各種編輯職務,確保成品具質素並符合內部持份者的要求;以及
(h) 執行上級指派的其他職務,包括監督下屬工作和在正常辦公時間以外工作。

(a) To assist in developing and implementing a comprehensive and strategic publicity (including social media platforms) and brand-building plan for the youth development initiatives of the Home and Youth Affairs Bureau (HYAB) and the Youth Development Commission (YDC);
(b) To manage, expand and explore new e-platforms to grow the youth community and to enhance youth engagement through crafting compelling, relevant and creative content, including posts, images, videos, audios and graphics that align with the youth development objectives of the HYAB and the YDC;
(c) To conduct internal review and report on the effectiveness of online and social media marketing, strategies and campaigns, including analysis of data of promotional methodology or tools. Monitor market trends in social media tools, applications, channels, design and strategy and recommend areas for improvement periodically;
(d) To coordinate with internal stakeholders in achieving synergy for promoting different youth development initiatives and to extend outreach efforts to the community, press and related stakeholders;
(e) To provide specialised support or to engage and manage suitable service providers to ensure full resource coverage in graphic design (digital media, advertising, printing), web and social media design, content management, HTML programming, photography, videography, animation or other required mode of services;
(f) To develop and control project plans, timelines and budgets in relation to the development, maintenance and enhancement of the e-platforms;
(g) To perform various editorial duties to ensure the quality of deliverables and compliance with the requirements of internal stakeholders; and
(h) To carry out any other duties as assigned by the supervisor, including supervising the work of subordinates and working outside normal office hours.

(a) 持有本港大學頒授的學士學位,或具備同等學歷。修讀數碼營銷、多媒體、傳理、新聞或相關學科者佔優;
(b) 在香港中學文憑考試或香港中學會考中國語文科和英國語文科均考獲第3級或以上成績,或具備同等成績[註(1)];
(c) 在取得上述學歷後,於數碼營銷、創意媒體、網絡及╱或社交媒體管理、公共關係或宣傳推廣方面累積至少8年全職工作經驗,當中至少有3年擔任管理層職位;
(d) 精通社交媒體並緊貼數碼營銷的最新發展與消費趨勢,對青年人(尤其是Z世代)的通訊潮流及途徑瞭如指掌;
(e) 在品牌建立、社交媒體平台或大型數碼營銷活動方面具管理經驗者佔優;
(f) 對網站用戶介面(UI)與用戶體驗(UX)的最佳做法、優化搜尋引擎(SEO)、搜尋引擎營銷(SEM)、管理社交媒體及數碼趨勢有豐富認識,熟知如何與代理商合作;
(g) 善於創作和設計社交媒體內容,並熟悉Adobe Creative Suite套裝軟件(例如InDesign、Photoshop及Illustrator)與影片剪輯軟件;對超文字標示語言(HTML)格式、可擴展標記語言(XML)格式、層疊樣式表(CSS)技術、Adobe Premiere及╱或After Effects有認識者佔優;

Candidates should have / should be –
(a) a Bachelor’s degree from a Hong Kong university, or equivalent, preferably in the fields of digital marketing, multimedia, communications, journalism or related disciplines;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) / Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
(c) a minimum of 8 years’ post-qualification full time experience in digital marketing, creative media, web and/or social media management, public relations or promotion and publicity, including at least 3 years’ experience at managerial level;
(d) high proficiency in social media and a keen awareness of the latest developments and consumption trends in digital marketing, and always on top of the trends and channels of communication among youth in particular the Generation Z;
(e) experience in managing brand-building, social media platforms or large scale digital marketing campaigns is preferred;
(f) good knowledge in website user interface (UI) and user experience (UX) best practices, search engine optimisation (SEO), search engine marketing (SEM), social media management and digital trend with strong background to work with agencies;
(g) good knowledge and skills in creating and designing social media content and familiar with Adobe Creative Suite (e.g. InDesign, Photoshop and Illustrator) and video editing software. Knowledge in HTML, XML, CSS, Adobe Premiere and/or After Effects will be an advantage;
(h) strong planning, organisational and analytical skills and able to interpret data, generate insights and make data-driven decisions with a strong strategic mind;
(i) adaptive, open-minded and proactive in acquiring new skills and taking up new tasks with a creative and youthful mindset;
(j) able to work independently in a fast-paced environment with a strong sense of ownership;
(k) able to multi-task and work under pressure or ambiguity; and
(l) excellent interpersonal and communication skills with good command of both written and spoken English and Chinese. Knowledge of Putonghua will be an advantage.
