職責
(a) 協助區議會、民政事務專員、民政事務總署高級管理層和總工程師(工程)規劃和推行社區重點項目計劃的項目以及監察項目的整體進度;(b) 核實由區議會提交並經建築師/工程師審核的社區重點項目計劃建議書,並協助總工程師(工程)草擬建議,以及擬備會議文件提交社區重點項目計劃督導委員會。該委員會負責監督社區重點項目計劃和解決跨局/部門問題;(c) 與區議會、相關決策局、委託部門、工程部門和民政事務專員就社區重點項目計劃的推行事宜聯繫,例如按區議會的要求和公眾期望擬訂項目範圍、推行理據和項目規定;(d) 在有需要時就社區重點項目計劃的策劃、管理和推行事宜出席會議,並擔任區議會和民政事務專員的技術顧問;(e) 協助執行社區重點項目計劃的整體財務控制和行政監管事宜,並按要求就相關的區議會文件、立法會事務委員會文件和工務小組委員會文件提供資料和意見;(f) 監督及管理屬下建築師的工作;及 (g) 在有需要時執行其他相關職務。
(a) Assisting District Councils (DCs), District Officers (DOs), the senior management of Home Affairs Department (HAD) and the Chief Engineer (Works) in the planning, implementation and monitoring of the overall progress of the Signature Project Scheme (SPS) projects; (b) Checking the proposals of SPS projects submitted by DCs which were vetted by Architect/Engineer, and assisting the Chief Engineer (Works) in drafting recommendations and preparing meeting papers to the Steering Committee, which oversees the programme and resolves cross-bureaux/departments problems; (c) Liaising with DCs, relevant policy bureaux, client departments, works departments and DOs on matters relating to the implementation of the SPS projects, e.g. translation of DC requirements and public expectation into project scope, justifications and project requirements; (d) Attending meetings and acting as technical adviser to DCs and DOs on the planning, management and implementation of the SPS projects as and when required; (e) Assisting in the overall financial and administrative control of the SPS projects and contributing to the relevant DC papers, Legislative Council Panel papers and Public Works Sub-Committee papers as and when required; (f) Supervising and managing the work of Architect(s) under him/her; and (g) Performing other related duties as required.

申請人必須 – (a) 為香港建築師學會會員或香港建築師註冊管理局的註冊建築師,或具同等資格;(b) 取得上述資格後,具至少10年相關工作經驗;(c) 符合語文能力要求 (i) 在香港中學文憑考試中國語文科和英國語文科考獲第2級或以上成績,或具同等成績;或 (ii) 在香港中學會考中國語文科和英國語文科考獲第2級或以上成績,或具同等成績[註:就聘任非公務員合約僱員而言,2007年前香港中學會考中國語文科及英國語文科(課程乙)「E級」的成績,在行政上會被視為等同2007年或以後香港中學會考中國語文科及英國語文科「第2級」的成績];(d) 在人事管理和推行建築計劃方面,具豐富知識和工作經驗;及 (e) 熟悉政府推展工務計劃轄下建築項目的運作和程序。
Candidates should – (a) be Members of the Hong Kong Institute of Architects (HKIA) or Registered Architects of the Architects Registration Board (ARB) of Hong Kong, or equivalent; (b) have at least ten years’ relevant post-qualification experience; (c) have met the language proficiency requirements of (i) Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination, or equivalent; or (ii) Level 2 or above in Chinese Language and English Language in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (for the purpose of appointment of non-civil service contract staff, ‘Grade E’ in Chinese Language and English Language (Syllabus B) in the HKCEE before 2007 is accepted administratively as comparable to ‘Level 2’ in Chinese Language and English Language in the 2007 HKCEE and henceforth); (d) have extensive knowledge and working experience in staff management and implementation of building projects; and (e) have good knowledge of government operations and procedures in the delivery of building projects under the Public Works Programme.
