(a) Overseeing and monitoring the implementation of the Building Management Professional Advisory Service Scheme (BMPASS) in close collaboration with Senior Liaison Officers heading Supervision Teams and supervising managers of property management companies (PMCs); (b) Managing contracts and supervising PMCs to ensure effective provision of services and achievement of performance indicators as specified by the contracts; (c) Providing training and guidelines to frontline Liaison staff of HAD for effective supervision of PMCs’ performance. It take the forms of operational manual, experience sharing workshops, outreaching coaching and debriefings; (d) Providing working guidelines and templates to PMC staff for effective delivery of professional advisory services as required by the contracts; (e) Coordinating the selection of old buildings and setting up database and control record for monitoring the implementation and progress of the BMPASS; and (f) Maintaining close liaison with other government departments and non-government bodies in promoting quality and integrity building management and maintenance.

Candidates should have: (a) a bachelor’s degree or above in property management from a university in Hong Kong, or a bachelor’s degree recognised in Hong Kong and a Diploma in Housing Management issued by HKU SPACE; (b) over ten years’ full-time post-qualification working experience in housing and property management with minimum five years’ experience at managerial level; (c) met the language proficiency requirements of Level 2 (Note 1) or above in Chinese Language and English Language in Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent; and (d) good command of spoken and written Chinese and English.
