職責
(1) 協助開發數據管理系統,包括為計劃督導委員會及計劃保證小組提供文書及行政支援、系統採購、用戶驗收測試、風險評估及審核、培訓、系統遷移及系統護理;
(2) 擔當局方與電腦承辦商及其他外間機構的聯絡人,負責跟進與開發數據管理系統有關的事宜,包括功能要求、開發系統進度、成本控制、改良及修訂要求;
(3) 協助檢討業務運作流程,研究重整及精簡方法,以及制訂與數據管理系統有關的詳細功能要求及預期成果;
(4) 協助推行民政事務局的體育政策措施,包括與設施提供者跟進外界團體使用其體育設施的事宜、進行政策研究和分析以及擬備資料文件和報告;
(5) 協助推行與上述(4)有關的監察機制,包括實地巡查、確保設施提供者遵行呈報的要求、處理相關文件、核對報告及編製統計數據;
(6) 協助推行與上述(4)有關的宣傳計劃,包括發放資訊及為持份者舉辦活動/講座;
(7) 處理查詢及投訴;及
(8) 執行上司指派的其他職務。
(1) To assist in the development of a Data Management System (DMS), including provision of secretarial and executive support to the Project Steering Committee and the Project Assurance Team, system procurement, user acceptance test, security risk assessment and audit, training, system migration, and system nursing;
(2) To serve as Bureau’s liaison point with the IT Contractor and other external parties over all matters arising from the development of the DMS, including functional requirements, progress of system development, cost control, enhancement and modification of requirements;
(3) To assist in reviewing business process to identify re-engineering and stream lining opportunities and to devise detailed functional requirements and deliverables for the DMS;
(4) To assist in the implementation of the Home Affairs Bureau’s sports policy initiatives, including liaison with facility providers over the use of their sports facilities by outside organisations, conducting policy research and providing analysis, and assisting in the drafting of papers and reports;
(5) To assist in the implementation of the monitoring system in connection with (4) above, including site inspection, overseeing compliance of facility providers with reporting requirements, documentation, checking of reports, and compiling of statistics;
(6) To assist in the implementation of publicity programmes in connection with (4) above, including dissemination of information and organising functions/briefings for stakeholders;
(7) To handle enquiries and complaints; and
(8) To perform other duties as and when required.
入職條件
申請人必須 -
(a) 持有本港頒授的學位或同等學歷;
(b) 在香港中學文憑考試/香港中學會考中國語文科及英國語文科考獲第3等級或以上成績,或同等學歷[見註(1)];
(c) 在取得上述資歷後,具備最少7年管理及行政工作經驗,如具備若干管理層經驗則更佳。具電腦系統開發、項目管理、體育管理、政府或公營部門工作的知識或經驗者佔優;
(d) 具超卓的中、英文講寫能力,能操普通話者更佳;
(e) 具優秀的策劃、組織和分析能力及能在壓力下獨立工作;
(f) 具良好的溝通及人際技巧;及
(g) 精通電郵、互聯網及電腦程式(包括MS Word、Excel及PowerPoint)的操作。
Applicants should have -
(a) a Hong Kong bachelor degree, or equivalent;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE)/ Hong Kong Certificate of Education Examination (HKCEE), or equivalent [see Note (1)];
(c) at least 7 years’ post-qualification experience in administrative and executive work, preferably with some experience at managerial level. Knowledge or experience in Information Technology system development, project management, sports management, government or public sector work will be an advantage;
(d) excellent command of both written and spoken English and Chinese. Putonghua will be an added advantage;
(e) strong planning, organisational, analytical skills and ability to work independently under pressure;
(f) good communication and interpersonal skills; and
(g) high proficiency in using email, internet and PC applications, including MS Word, Excel and PowerPoint.
入職條件(註)
(1) 政府在聘任時,2007年前香港中學會考中國語文科及英國語文科(課程乙)的C級成績,在行政上會被視為等同2007年或之後香港中學會考中國語文科及英國語文科的第3等級成績。
(2) 如有需要,可能要在正常上班時間以外工作,包括星期六、星期日及公眾假期。
