(1)be permanent residents of the Hong Kong Special Administrative Region;
(2)be studying full-time degree programmes as offered by local/non-local accredited post-secondary institutions, and in their final year in the school year 2015/16;
(3)be under the Faculty of Social Science, preferably majoring in government and public administration related studies;
(4)meet the language proficiency requirement of Chinese Language and English Language at 'Level 3' or above in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [see Note];
(5)have good command of both written and spoken English and Chinese; and
(6)good computer knowledge including MS Excel, PowerPoint and Chinese word processing.
