職責
(a) 就推行有關青年發展的政策與措施(包括青年創業支援措施和全港青年參與計劃)提出建議,以及負責策劃和監督有關工作;
(b) 管理相關資助計劃以支援青年在香港和內地創業,有關工作包括但不限於擬訂資助指引、推行評審機制以甄選負責提供青年創業支援和初創企業培育服務的非政府機構,以及監察獲有關計劃資助的非政府機構的表現;
(c) 與香港境內外的相關持份者(包括提供初創企業培育與創業服務的機構、創業家、大學等)建立和保持緊密聯繫;
(d) 監督外訪活動的籌辦工作,並參與相關活動,以推展有關青年發展的政策與措施;
(e) 就政府與相關持份者建立策略伙伴關係的政策提供支援,並協助推廣政府/非政府機構的服務和活動;
(f) 為公民事務部(1)負責的委員會/專責小組/工作小組提供秘書處支援服務;
(g) 監督下屬執行有關青年發展範疇的工作;
(h) 執行一般的行政和管理工作;以及
(i) 執行任何由上司指派的其他職務,包括在正常辦公時間以外工作。

(a) to propose, plan for and oversee the implementation of youth development-related policies and initiatives, including youth entrepreneurship support measures and a territory-wide youth engagement plan;
(b) to administer relevant funding schemes to support youth entrepreneurship both in Hong Kong and the Mainland, including but not limited to devising the funding guidelines and administering the assessment mechanism to select NGOs to provide youth entrepreneurial support and incubation services, and to monitor the performance of NGOs funded under the schemes;
(c) to establish and maintain an effective communication network with relevant stakeholders, including organisations providing incubation and entrepreneurial services, entrepreneurs, universities, etc. both within and outside Hong Kong;
(d) to oversee the organisation of and participate in duty visits outside Hong Kong to take forward youth development-related policies and initiatives;
(e) to support the government’s policy in cultivating strategic partnership with relevant stakeholders and help promoted the government/NGO’s services and activities;
(f) to provide secretariat support to relevant committees / task forces / working groups / etc. under the purview of Civil Affairs Division (1);
(g) to supervise the work of his/her subordinates in the work pertaining to youth development;
(h) to perform general administration and management work; and
(i) to perform any other duties as assigned by senior officers, including performing work outside normal office hours.

申請人必須:

(b) 在香港中學文憑考試/香港中學會考中,中國語文科和英國語文科均考獲「第三級」或以上成績,或具同等學歷 (註);
(c) 在取得上述學歷後,具備最少15年全職工作經驗,當中最少有五年是在政府/高等教育院校/非政府機構/公營機構/初創企業培育中心擔任管理職位,並負責監督有關青年發展及/或初創企業培育的工作。必須在籌劃和推動(一)初創企業培育與創業項目或(二)青年發展、參與和外展活動,以及在規劃和推行/持份者聯絡工作/宣傳活動方面具有經驗;
(d) 在進行策略規劃、制訂預算、推行計劃、與持份者聯絡和管理活動方面具有豐富的經驗,並能應付裕如;
(e) 熟悉有關香港和內地的初創企業培育與創業方面的事宜(包括相關的政策和規例、初創企業培育與創業機構、服務、計劃等),並在這些方面具有豐富的經驗;
(f) 深諳教育機構和青年機構/團體的性質、工作和運作;
(g) 具備豐富的電腦知識,包括擅於操作微軟Word、Excel和PowerPoint;
(h) 深諳和明白政府或公營機構的運作;
(i) 中英語文講寫能力俱佳,能操普通話者佔優;以及
(j) 具備極佳的策劃、組織、分析能力和人際技巧,並能在面對壓力的情況下獨立處事。

Applicants should have -
(a) a bachelor’s degree from a Hong Kong university, or equivalent;
(b) Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) / Hong Kong Certificate of Education Examination (HKCEE), or equivalent (Note);
(c) A minimum of 15 years of post-qualification full-time work experience, including at least 5 years of full-time work experience in managerial positions in the Government / higher education institutions / non-governmental organisations / public organisations / start-up incubators with responsibilities in overseeing youth development-related and/or start-up incubation work. Relevant work experience in planning and implementing (i) incubation and entrepreneurial projects, or (ii) youth development, engagement and outreach / stakeholder liaison / publicity programmes is a must;
(d) proven experience and strong capacity in carrying out strategic planning, budgeting, programme implementation, stakeholder liaison and event management;
(e) proven experience and sound knowledge in the incubation and entrepreneurship sector both in Hong Kong and in the Mainland, including relevant policies and regulations, incubation and entrepreneurial organisations, services, schemes, etc.
(f) sound knowledge of the nature, work and operation of education institutions and youth-related organisations and bodies;
(g) good command of computer knowledge including MS Word, MS Excel and MS PowerPoint;
(h) good knowledge and understanding of the operation of the Government or public organisations;
(i) good command of both written and spoken English and Chinese. Knowledge of Mandarin is an advantage; and
(j) strong planning, organisational, analytical and interpersonal skills and ability to work independently under pressure.

2007年前的香港中學會考中國語文科和英國語文科(課程乙) C級成績,在行政上會被視為等同2007年或之後香港中學會考中國語文科和英國語文科第3級成績。
