- (A)領導專責團隊及監督優質教育基金電子學習撥款計劃—提供流動電腦裝置(流動電腦裝置計劃)的推行，當中包括以下職務︰
- (1)定期向各主要單位，包括優質教育基金督導委員會及資訊科技教育策略發展督導委員會匯報計劃的進展；
- (2)擔任預算持有人，以監察流動電腦裝置計劃項目資金的運用和撥款情況；

- (1)策劃及安排有關配套計劃資助項目的各項監察、推廣及宣傳活動，例如︰審查受資助者所提交的進度/終期報告、進行校訪、舉行研討會和工作坊等；
- (2)聯絡、監察及評估外部支援夥伴及服務供應商(包括香港教育城及數碼港)所提供的服務，以促進資助項目的發展及推廣配套計劃的項目成果；
- (C)適用於以上(A)及(B)項︰
- (1)回應立法會/區議會和傳媒對計劃的質詢以及準備相關文件，包括草擬對財務委員會特別會議書面問題的答覆；以及
- (2)執行其他獲上司委派的工作。

職責
- (A)To head the dedicated team and oversee the implementation of the Quality Education Fund (QEF) Programme - Provision of Mobile Computer Devices (Mobile Computer Device Programme), including the following tasks:
- (1)To report regularly to various key parties, including the QEF Steering Committee and the Steering Committee on Strategic Development of IT in Education (ITE) on the progress of the programme;
- (2)To serve as the budget holder for monitoring the use of the project fund and disbursement of funding from the QEF for the Mobile Computer Device Programme;
- (3)To collect feedback from major stakeholders for reviewing on the Mobile Computer Device Programme and report the review results to the EDB management, QEF Steering Committee and the Steering Committee on Strategic Development of ITE, and also assist in formulating the proposal on the way forward beyond the 2023/24 school year, for the Mobile Computer Device Programme;
- (B)To head the dedicated team and oversee the implementation of the QEF Programme — e-Learning Ancillary Facilities Programme (Ancillary Facilities Programme), including the following tasks:
- (1)To plan and organise various monitoring, promotion and dissemination activities on the funded projects under the Ancillary Facilities Programme, e.g. reviewing progress/final reports submitted by grantees, conducting school visits, seminars and workshops, etc.;
- (2)To liaise with, monitor and evaluate external supporting partners and services providers (including Hong Kong Education City Limited and Cyberport) regarding their services rendered to facilitate the development of the funded projects and dissemination for the project deliverables for the Ancillary Facilities Programme;
- (C)For both

- (1)To contribute to the preparation of papers and replies to the Legislative Council/District Council and mass media in connection with the programmes, including drafting of replies to written questions for special meetings of the Finance Committee; and
- (2)To perform any other related duties as assigned by supervisors.
入職條件
- (a)持有香港所頒授的學士學位，或具備同等學歷；持有資訊科技/電腦教育有關的研究生學位，或具備同等學歷者優先；
- (b)持有香港專上教育機構所頒授的教育證書，或具備同等學歷；
- (c)具備不少於10年在小學/中學或公營教育機構的工作經驗，及熟悉本地小學和中學教育；
- (d)在取得有關學士學歷後，具備不少於3年在政府或教育界高級專業職位的工作經驗(相當於公務員總薪級表第45至49點)。具備豐富推行和評估大型電子學習項目的經驗，將獲優先考慮；
- (e)具備不少於2年在教育相關的政府諮詢委員會或工作組秘書處服務的經驗；
- (f)具備不少於2年評估校本計劃／學校在提升學與教的整體措施方面表現的經驗；
- (g)熟悉政府規例和指引，特別是有關採購和管理委託服務及員工招聘；
- (h)善於和具備回答立法會及大眾傳媒質詢的豐富經驗；以及
- (i)具備卓越的領導能力和良好的溝通能力和人際技巧。

- (a)A Hong Kong bachelor's degree, or equivalent; preferably a post-graduate degree related to use of information technology/computer in education, or equivalent;
- (b)A certificate in education from a Hong Kong tertiary educational institution, or equivalent;
- (c)At least 10 years' of working experience in primary/secondary school or education public sector, and be familiar with primary and secondary education in Hong Kong;
- (d)At least 3 years of post-qualification working experience in senior professional position in the government or education sector (i.e. comparable to a Civil Service position with master pay scale range from 45 to 49). Preference will be given to those with rich experience in implementing and evaluating large-scale e-learning projects;
- (e)At least 2 years of experience in serving in secretariat work of supporting an education-related government advisory committee or task force;
- (f)At least 2 years of experience in evaluation of school-based projects/schools' performance on holistic measures in enhancing learning and teaching;
- (g)Profound knowledge in Government regulations and guidelines, especially on procurement and management of commissioned services and staff recruitment;
- (h)Good experience and skillful in answering enquiries from the Legislative Council and mass media; and
- (i)Strong leadership, excellent interpersonal and communication skills.
