- (A)監察廣播市場和相關市場的運作情況，並檢討規管條文以及在適當顧及對服務供應者和使用者的影響下，研究廣播事務問題；
- (B)就廣播服務規管制度的發展實施各項措施，包括草擬業界諮詢文件、業務守則和指引；
- (C)按照《廣播條例》、《廣播 (雜項條文) 條例》、《電訊條例》和《通訊事務管理局條例》的綱領，領帶組員評審牌照申請、執行牌照條件，並處理針對持牌人及其廣播服務(包括電視及電台播放的素材)的投訴；及
- (D)監察持牌人在遵守相關法例及牌照條件方面的表現，並確保他們遵守這些規定。
職責
- (A)monitoring the broadcasting and related market situation and to review regulatory provisions and study broadcasting issues with due regard to implications on service providers and users;
- (B)implementing measures for the development of the regulatory regime for broadcasting services, including drafting industry consultation papers, codes of practice and guidelines;
- (C)leading a team for the evaluation of licence applications; the enforcement of licence conditions; and the handling of complaints against licensees and its broadcasting services (including material broadcast on television and radio), under the framework of the Broadcasting Ordinance, the Broadcasting (Miscellaneous Provisions) Ordinance, the Telecommunications Ordinance and the Communications Authority Ordinance; and
- (D)monitoring the performance of the licensees and ensure their compliance with the relevant legislative and licensing requirements.
入職條件
- (A)持有本港大學的一級或二級榮譽學位或同等學歷，主修科目須為法律、會計學、金融學、經濟學、工商管理學、媒體或傳播學。持有本港大學的一級或二級榮譽學位或同等學歷的申請人即使並非主修上述科目，但有至少七年與傳媒、通訊或廣播範疇相關的工作經驗，亦可獲考慮；
- (B)在取得學位後，有至少七年的相關經驗，其中三年須從事與傳媒、通訊或廣播範疇相關的職業(雖然並非必須，但具備處理規管事宜的經驗更佳)；及
- (C)擅長分析，以及具備良好的溝通能力（包括中、英文兩方面）。
- (A)A First or Second Class honours degree from a Hong Kong university or equivalent, majoring either in Law, Accounting, Finance, Economics, Business Administration, Media or Communication. Candidates with a First or Second Class honours degree from a Hong Kong university or equivalent not majoring in the above subjects but with not less than 7 years’ working experience in the fields related to media, communications or broadcasting will also be considered;
- (B)Not less than 7 years’ relevant post-graduate experience of which 3 years in the fields related to media, communications or broadcasting (experience in dealing with regulatory matters will be an asset, though not essential); and
- (C)Strong analytical and communication skills, in both English and Chinese.
