職責
全運會統籌辦主任直接向文化體育及旅遊局常任秘書長(下稱「文體旅局常秘」)匯報,將主要負責—
(a) 領導全運會統籌辦,並主理其日常運作,以及籌劃、推展並舉辦在香港舉行的第十五屆全運會及第十二屆殘運會暨第九屆特奧會賽事;
(b) 向文化體育及旅遊局局長(下稱「文體旅局局長」)及/或文體旅局常秘匯報全運會統籌辦的工作事宜,及在香港籌備、推展並舉辦第十五屆全運會及第十二屆殘運會暨第九屆特奧會賽事的工作;
(c) 聯同有關政策局、各政府部門和相關體育總會,統籌有關香港特區參與全運會及殘運會暨特奧會的整體策略及政策,並就須優先處理的工作向文體旅局局長及/或文體旅局常秘提供策略意見;
(d) 就合辦全運會及殘運會暨特奧會一事,擔任香港特區政府的主要聯絡人員,負責聯絡內地當局,特別是國家體育總局、廣東省政府和相關市政府/當局,以及澳門特別行政區政府的官員;
(e) 領導全運會統籌辦制定整體公關策略,以支援香港特區參與全運會及殘運會暨特奧會;
(f) 監督邀請商界及專業團體翹楚等相關持份者參與其事,並與其溝通;以及
(g) 擔任第十五屆全運會香港特區賽區籌備委員會及其督導委員會的核心成員,以及督導委員會轄下各協調委員會的主席,以便推展在香港舉行的全運會及殘運會暨特奧會賽事。

Reporting to the Permanent Secretary for Culture, Sports and Tourism (“PSCST”), the H(NGCO) will mainly be deployed –
(a) to head the NGCO and be responsible for its daily operation and the organisation, implementation and delivery of the events of the 15th NG, the 12th NGD and the 9th NSOG to be held in Hong Kong;
(b) to report to the Secretary for Culture, Sports and Tourism (“SCST”) and/or PSCST on work of the NGCO and the organisation, implementation and delivery of the events of the 15th NG, the 12th NGD and the 9th NSOG to be held in Hong Kong;
(c) to co-ordinate the overall strategy and policies in relation to HKSAR’s participation in the NG, NGD and NSOG with relevant bureaux, government departments and relevant National Sports Associations, and to provide strategic advice on the work priorities to SCST and/or PSCST;
(d) to act as the HKSAR Government’s focal point of contact with corresponding officials of the Mainland authorities, particularly the General Administration of Sport of China, the Guangdong Provincial Government and the relevant municipal governments/authorities, as well as the Government of MSAR in co-hosting the NG, NGD and NSOG;
(e) to lead NGCO to formulate overall public relations strategy in support of HKSAR’s participation in the NG, NGD and NSOG;
(f) to oversee engagement and communication with relevant stakeholders, including the leadership of business and professional bodies; and
(g) to serve as the core member of the HKSAR Organising Committee of the 15th NG and its Steering Committee (“SC”) as well as the chairperson of the Coordinating Committees under the SC for the implementation of events of the NG, NGD and NSOG to be held in Hong Kong.

申請人於獲聘時必須是香港特別行政區永久性居民,並符合下列條件-
(a) 持有由本港大學頒授的學士學位或同等學歷;
(b) 具備至少15年行政及管理經驗,當中包括在香港大型公共或私人機構擔任高層行政及管理職位至少10年,如有與體育行政相關的專業經驗更佳;
(c) 深入透徹了解香港體育政策和體育界的運作模式;如對內地及澳門特別行政區(下稱「澳門特區」)的相關事宜亦有認識更佳;必須熟知國際及/或大型區域運動會和體育賽事,並具備籌辦有關賽事的經驗;曾參與全國運動會(下稱「全運會」)、殘疾人運動會(下稱「殘運會」)或特殊奥林匹克運動會(下稱「特奧會」)更佳;
(d) 具備國際視野,擅長與體育界別和內地當局、香港及/或澳門特區政府官員聯繫和合作,經常與內地、香港或澳門的(i)有關官員及/或(ii)大型體育機構有事務往來,及具備豐富經驗;
(e) 具有實際的領導和組織能力、卓越的策略規劃技巧和敏銳的政治觸覺,並善於溝通和協商;以及
(f) 精於閱寫中英文,並能說流利普通話、粵語和英語。

Candidates must be permanent residents of the HKSAR at the time of appointment and should possess –
(a) a Bachelor’s degree from a university in Hong Kong or equivalent;
(b) at least 15 years of administrative and managerial experience, including at least 10 years of administrative and managerial experience in senior positions in large public or private organisations in Hong Kong. Professional experience relevant to sports administration is an advantage;
(c) comprehensive and in-depth knowledge of sports policies and modus operandi of the sports sector in the HKSAR. Similar knowledge of the Mainland and the Macao Special Administrative Region (“MSAR”) is an advantage. Knowledge of and experience in organising major games and international and/or regional sports events is essential; experience of taking part in past National Games (“NG”), National Games for Persons with Disabilities (“NGD”) or National Special Olympics (“NSOG”) is an advantage;
(d) an international perspective, high capability to interact with interlocutors in the sports field as well as Government officials of the Mainland, HKSAR and/or MSAR, with seasoned experience in dealing with (i) the authorities and/or (ii) large sports organisations in the Mainland, HKSAR or MSAR regularly;
(e) proven leadership and organisational ability with excellent strategic planning skills, strong political acumen, adept communication and negotiation skills; and
(f) strong command of written and spoken Chinese (Putonghua and Cantonese) and English.
