職責
助理城市規劃師主要協助執行以下職務，以及接受在職培訓，以汲取城市規劃方面的經驗：
(a) 擬備、修訂及落實全港發展策略，以及法定和非法定地區設計圖，並舉辦公眾／持份者參與活動；
(b) 直接參與或透過管理顧問的工作，從而制訂及修訂規劃標準及指引，以及進行規劃研究、調查及城市設計相關工作；
(c) 處理發展建議及規劃申請，以及為城市規劃委員會提供專業及秘書處支援服務，並就不同用途物色發展地點；
(d) 根據《城市規劃條例》對違例發展採取執管行動；
(e) 研製及應用地理資訊系統和資訊科技技術，方便公眾參與及作出決策；
(f) 就跨境及區域發展事宜進行研究，並與內地部門保持聯絡；以及
(g) 進行社區關係活動、公眾外展計劃及職員發展培訓計劃，以及處理公眾查詢。

An Assistant Town Planner is mainly deployed on assisting in the following duties and undertaking on-the-job training with a view to gaining experience in the town planning discipline -
(a) preparation, revision and implementation of the territorial development strategies, statutory and non statutory district plans, and conducting public/stakeholder engagement activities;
(b) formulation and revision of planning standards and guidelines and carrying out planning researches, studies and urban design related work either directly or through managing the work of consultants;
(c) processing development proposals and planning applications, providing professional and secretariat support to the Town Planning Board, and carrying out site searches for various purposes;
(d) undertaking enforcement actions against unauthorised development under the Town Planning Ordinance;
(e) development and application of geographic information system and information technologies to facilitate public participation and decision making;
(f) carrying out research and liaising with Mainland authorities on cross-boundary and regional development matters; and
(g) carrying out community relations, public outreach and staff development training programme, and handling public enquiries.

(iii) 持有城市規劃學位/文憑及通過香港規劃師學會資格審定考試第一及第二部分；
(b) 在取得前述(a)項的學歷資格後，在規劃方面具備至少兩年適當的工作經驗[請參閱註(A)及(F)]；
(c) 在綜合招聘考試的能力傾向測試試卷中取得及格成績[請參閱註(B)]；
(d) 符合語文能力要求，即在綜合招聘考試的兩張語文試卷(中文運用及英文運用)中取得「二級」成績或同等成績[請參閱註(B)]；以及能操流利粵語和英語，如能操流利普通話則更佳；以及
(e) 在《基本法及香港國安法》測試取得及格成績[請參閱註(C)]。

Candidates should have -
(a) (i) a town planning degree/diploma from a university in Hong Kong recognised by the Hong Kong Institute of Planners (HKIP); or
(ii) a town planning degree/diploma and an exemption from Part I and a pass in Part II of the HKIP Qualifying Examination (QE); or
(iii) a town planning degree/diploma and a pass in Part I and Part II of the HKIP QE;
(b) at least 2 years' appropriate working experience in the planning field after obtaining the academic qualification stated in (a) [see Notes (A)&(F)];
(c) a pass result in the Aptitude Test in the Common Recruitment Examination (CRE) [see Note (B)];
(d) met the language proficiency requirements of 'Level 2' results in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent [see Note (B)], and be able to speak fluent Cantonese and English. Fluency in Putonghua would be an advantage; and
(e) a pass result in the Basic Law and National Security Law Test [see Note (C)].

(A) 申請人如在獲聘時已(i)成為香港規劃師學會的正式會員；或規劃署署長認可的其他專業城市規劃學會正式會員，並通過香港規劃師學會資格審定試第二部分；及(ii)在取得前述(i)項的專業資格後，在規劃方面具備一年或以上適當的工作經驗，將不會獲考慮聘用為助理城市規劃師。獲取錄的申請人須就上述有關資料作出聲明。
(B) (i) 能力傾向測試的考生成績分為及格或不及格，而中文運用及英文運用試卷的成績則分為二級、一級或不及格，並以二級為最高等級。
(ii) 香港中學文憑考試英國語文科第5級或以上成績；或香港高級程度會考英語運用科C級或以上成績；或General Certificate of Education (Advanced Level) (GCE A Level) English Language科C級或以上成績，會獲接納為等同綜合招聘考試英文運用試卷的二級成績。香港中學文憑考試中國語文科第5級或以上成績；或香港高級程度會考中國語文及文化、中國語言文學或中國語文科C級或以上的成績，會獲接納為等同綜合招聘考試中文運用試卷的二級成績。
(iii) 在International English Language Testing System (IELTS)學術模式整體分級取得6.5或以上，並在同一次考試中各項個別分級取得不低於6的成績的人士，在IELTS考試成績的兩年有效期內，其IELTS成績可獲接納為等同綜合招聘考試英文運用試卷的二級成績。IELTS考試成績必須在職位申請期內其中任何一日仍然有效。
(C) 政府會測試所有應徵公務員職位人士的《基本法》及《香港國安法》知識。在《基本法及香港國安法》測試取得及格成績是所有公務員職位的入職條件。申請人必須在《基本法及香港國安法》測試中取得及格成績方會獲考慮聘用。如申請人在申請公務員職位時仍未曾參加相關的《基本法及香港國安法》測試或未曾在相關的《基本法及香港國安法》測試考獲及格成績，仍可作出申請。他們會被安排在招聘過程中參加相關《基本法及香港國安法》測試。
(D) 申請人須隨申請表格夾附下列文件：(i)綜合招聘考試的成績副本；(ii)相關學歷的證書和成績單副本；以及(iii)詳列相關工作經驗的履歷。沒有夾附上述文件的申請概不受理。
(E) 合資格的申請人必須先參加由規劃署舉行的筆試，然後才可參加遴選面試。筆試為英文寫作試卷，目的是評估申請人的專業知識、分析及撰寫能力。
(F) 將於2023年12月31日或之前取得所需工作經驗的人士也可申請；申請人如獲錄用，必須在2023年12月31日或之前已取得所需工作經驗才會獲聘任。
