(a) controlling and coordinating the activities relating to: (i) licensing matters and enforcement of relevant legislation regulating the communications services and sending of commercial electronic messages; (ii) reviewing and updating the regulatory framework in view of the development of the market and new technologies; (iii) overseeing the effective and efficient allocation and use of scarce public resources for provision of communications services; (iv) processing, reviewing and/or investigating of cases in relation to anti-competitive conduct, mergers and acquisitions, misleading or deceptive conduct or other unfair trade practices of communications service providers; (v) mediation of inter-operator disputes and determinations on matters of interconnection and sharing facilities; and (b) formulating strategies and elaborating the policies and positions of the Department and the Government to the Legislative Council, District Councils as well as in international, regional and local communications and anti-spamming arenas.

Candidates should have – (a) a First or Second class honours bachelor’s degree from a Hong Kong university in Electrical Engineering, Electronics Engineering, Information Technology, Law, Accounting, Economics, Statistics, Finance or Business Administration, or equivalent; and (b) a minimum of 12 years’ relevant post-graduate experience, with at least 5 years in the telecommunications sector and at a senior managerial level; or (c) (i) Corporate Membership in Electronics, Electrical or Information Discipline of the Hong Kong Institution of Engineers elected after 5 December 1975, or equivalent; or (ii) solicitors admitted in a recognised jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance or Barristers with one year’s professional experience since attaining the right to full practice in a recognised jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance; or (iii) Certified Public Accountant or fellows of the Hong Kong Institute of Certified Public Accountants, or equivalent; and (d) a minimum of 7 years’ relevant post-qualification experience, with at least 5 years in the telecommunications sector and at a senior managerial level; and (e) strong command of written and spoken English, written Chinese and spoken Cantonese. Proficiency in Putonghua would be an advantage. Candidates are expected to – (a) have experience at a senior level in a sizable public or private organisation, with nature related to telecommunications regulation, legal/economic analysis or competition affairs; (b) possess strong management and leadership capabilities, good interpersonal and communications skills; (c) possess international perspective and the ability to interact with different parties in the telecommunications field and in the government; and (d) have the ability to be part of the management team in leading a local public organisation responsible for regulating the communications industry in Hong Kong.
