• (a)Conduct initial vetting of applications from insurance companies for registration as VHIS Providers in accordance with the relevant scheme rules; <br>
• (b)Conduct initial vetting of applications from insurance companies for product certification of insurance plans as VHIS compliant plans in accordance with the relevant scheme rules; <br>
• (c)Support the work of scheme enforcement and supervision, including to conduct compliance check of business practices of VHIS Providers and non-compliance investigation; <br>
• (d)Support the work of scheme review and development, including to analyse the relevant market data and statistics; <br>
• (e)Support the work of publicity, promotion and consumer education of the VHIS; <br>
• (f)Handle complaints related to VHIS; and <br>
• (g)Carry out other duties as assigned by the supervisors. <br> <br>Background: <br> <br>Voluntary Health Insurance Scheme (VHIS) is a policy initiative implemented by the Food and Health Bureau (FHB) in respect of individual indemnity hospital insurance products. The scheme is based on voluntary participation by insurers and consumers. Under the scheme, the participating insurers offer individual hospital insurance plans that are certified by FHB to be compliant with the scheme requirements. It is voluntary for consumers to purchase the plans. <br> <br>The VHIS Office is a regular office set up under the FHB to implement the VHIS. Its duties include registration of the participating insurers, vetting of individual indemnity hospital insurance plans for certification of compliance status, enforcement of scheme rules, undertaking of publicity and consumer education programs, monitoring of scheme performance, information dissemination and compilation of statistics, as well as handling of enquiries and complaints, etc.

Candidates should possess – <br> <br>

• (a)a bachelor’s degree from a Hong Kong university, or equivalent; <br>
• (b)Level 3 or above in Chinese Language and English Language (Syllabus B before 2007) in the Hong Kong Certificate of Education Examination (HKCEE) or the Hong Kong Diploma of Secondary Education Examination (HKDSEE), or equivalent (Note); and <br>
• (c)at least seven years’ relevant experience in insurance operation, e.g. risk underwriting, product development, policy administration, claims management, legal and compliance, complaint handling, product marketing, regulatory works. <br> <br>Preferred Attributes: <br> <br>
• (a)Good command of English and Chinese; <br>
• (b)Good knowledge about health insurance market operation, such as health-related knowledge involved in underwriting and claims settlement; and <br>
• (c)Good analytical and inter-personal skills, and ability to work in a fast-paced environment.
