(1) 持有資訊科技學位或同等學歷； (2) 有良好的中英文書寫及溝通能力，並在香港中學會考中國語文科考獲“E”級或以上成績及英國語文(課程乙)科考獲“D”級或以上成績，或同等學歷。在2007年或以後參加香港中學會考或香港中學文憑考試的考生，中國語文成績需達二級或以上及英文成績需達三級或以上； (3) 取得上述學歷後，具備最少十一年從事資訊科技行業的工作經驗，其中三年須具領導軟件系統架構設計相關項目或同等經驗； (4) 取得上述學歷後，具備最少三年項目管理經驗（具項目管理相關專業證書更佳）、資訊科技設施之採購及招標、合約管理、系統品質監控及保證（具備PRINCE、FPA、SSADM、RAD方面知識更佳）； (5) 精通Java、J2EE、XML/HTML、Javascripts和SQL等的大型網絡軟件系統設計和開發，擁有Struts、Hibernate、Spring, Apache, Tomcat, Eclipse, Web Logic和Jasper 經驗更佳； (6) 在資訊科技基建、 作業系统、網絡、災難恢復和電腦保安的不同範疇有最少四年經驗; (7) 熟练掌握Oracle 11g 或以上的邏輯和物理數據庫設計和執行，並有大型數據庫設計、不同階段的軟件發展週期支援和軟件實施後之支援的計劃及開發經驗更佳； (8) 具有實際開發網絡應用系統、系統整合、借款及還款管理、文件管理系統、工作流程管理系統和Business Intelligence相關系統之經驗及知識； (9) 具備有遠見、分析和交流能力，把系統基建和業務流程製定出軟件系統結構上的基本核心和元素。理解網絡科技最新發展和熟識Oracle Form會更佳； (10) 有數據庫優化經驗； (11) 對Windows、Unix 和 Linux的系統管理有實際經驗； (12) 在客戶服務、溝通、人際關係和分析方面有優秀的技巧； (13) 積極進取、具責任感、有承擔並樂於領導、熱衷並能於壓力下自行工作；及 (14) 必須曾於政府工作或具備相關工作經驗，並熟悉數據保安及物料採購的政府規例。

(1) have a degree in Computer Science or equivalent IT-related disciplines; (2) possess good oral and written communication skills in both Chinese and English, with Grade “E” or above in Chinese Language and Grade “D” or above in English Language (Syllabus B) in the Hong Kong Certificate of Education Examination, or equivalent. For those sitting for HKCEE or Hong Kong Diploma of Secondary Education in 2007 or after, at Level 2 or above in Chinese Language and Level 3 or above in English Language; (3) possess a minimum of 11 years’ post-qualification solid IT working experience of which 3 years must be in system architect role in application architecture design or in comparable capacity; (4) possess a minimum of 3 years’ post-qualification experience in project management (possession of professional certification on project management will be an advantage), IT services procurement including tendering and contract management and system quality control and quality assurance (knowledge in PRINCE, FPA, SSADM and RAD will be an advantage); (5) possess solid design and implementation of web based application using Java, J2EE, XML/HTML, Javascripts and SQL. Prior working experience with Struts, Hibernate, Spring, Apache, Tomcat, Eclipse, Web Logic and Jasper will be an advantage; (6) possess at least 4 years' experience on different domains in IT infrastructure, OS, network, DR and IT Security; (7) proficient in logical and physical database design and implementation in Oracle database with Oracle version 11g or above, preferably with experience of database design in a large scale development project, support at various stages of the SDLC and post-implementation support; (8) possess solid experience and knowledge in web applications development, system integration, loan management, document management system, workflow management system and Business Intelligence system; (9) capable in visualizing, analyzing, and communicating system architecture and business process to establish the essential core design features and elements that provide the application framework. Understanding latest web technology is required, and proficiency in Oracle Form would be an advantage; (10) experienced in performing database tuning on application systems; (11) hands on experience in Windows, Unix and Linux-based system administration; (12) possess good customer service, inter-personal and analytical skills; (13) be energetic, responsible, self-motivated, participative and lead by example, enthusiastic and able to perform independently under pressure; and (14) possess former working experience with or in Government and be familiar with Government regulations on data security and stores procurement.
