Information Technology Manager will be mainly responsible to –

• (1)Management of IT project and development of computer systems for Lands Department;
• (2)manage in-house and contract IT staff to provide system upgrade, enhancement and maintenance support services for IT/ GIS applications in Lands Department;
• (3)manage outsourced vendors for system implementation;
• (4)provide technical advices and support to the Department for implementing optimal solutions of well-integrated electronic data collection modes and further enhancing data security;
• (5)provide professional advices on system integration between Departments; and
• (6)discharging office administrative duties.

• (1)Candidates should have –

i. a bachelor's degree in Computer Science, Information Technology (IT) or related disciplines from a Hong Kong university, or equivalent;

ii. minimum 10 years’ relevant post-qualification full-time work experience gained in development IT projects with at least 5 years at supervisory level;

iii. minimum 5 years’ work experience related to the planning, development, implementation and management of IT or location-based project in Government or medium/large Enterprise;

iv. solid working experience in conducting system analysis & design (SA&D), system implementation & integration (SI&I), and security risk assessment & audit (SRAA) for new computer systems in using the following technical skills:

- Web application development with HTML5, CSS, PHP, XML, JSON, JavaScript, etc. - Design and administration on Oracle database or Microsoft SQL Server database - Data security - Mobile app development on iOS or Android

v. met the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE)

vi. at least either one of the following certificates:

• (a)Certificate in Agile Project Management or PRINCE2
• (b)Project Management Professional (PMP)
• (c)Information Technology Infrastructure Library (ITIL) – Foundation Certificate in IT Service Management
• (2)Preference will be given to candidates who have experience in using the following computer technologies :

i. Public/Government cloud services ii. Spatial Analysis and Map REST APIs iii. Geodatabase with ArcGIS Server or Oracle Spatial iv. Application development with ArcGIS Server v. 3D Digital Mapping vi. Artificial Intelligence vii. Big Data Analysis viii. Mobile Device Management System ix. Business Process Management
