職責
(a) 籌劃和推行民政事務及青年局轄下的青年發展相關舉措施和計劃的策略性宣傳和推廣,包括但不限於通過社交媒體和其他適用平台招募參與者、持續地推廣計劃/措施,及監察相關的表現指標;
(b) 籌劃和監察青年發展計劃的運作和推行進度,包括服務承辦商的表現;
(c) 為青年發展相關措施和計劃物色合作機會並與私營和公共部門及/或其他夥伴建立策略性夥伴關係;
(d) 監察青年發展措施和計劃的預算制訂和監控,尤其是相關措施/計劃的持續推廣;
(e) 在有需要時安排和前往內地和/或海外進行公務考察;
(f) 提供行政/管理支援服務,並與相關的官方機構/部門及內地機關聯絡溝通以舉辦聯合活動;以及
(g) 執行上級指派的其他職務,包括監督下屬執行工作和在正常辦公時間以外工作。

(a) To plan and execute the strategic publicity and promotion strategies for youth development programmes and initiatives under the Home and Youth Affairs Bureau, including but not limited to recruiting participants and on-going programme/initiative branding via social media and other applicable platforms, and performance metrics tracking;
(b) To plan, oversee and monitor the operation and implementation of youth development programmes, including the performance of external service contractors;
(c) To identify collaboration opportunities and cultivate strategic partnership with private and public sectors and/or other external partners for youth development related initiatives and programmes;
(d) To oversee the financial and budgetary planning and control of youth development initiatives and programmes, especially the on-going publicity of the initiative/programme;
(e) To pay duty visits to the Mainland and overseas locations as and when required and assist in handling the logistics and related matters;
(f) To liaise with other bureaux/departments and Mainland authorities in organising joint programmes and provide executive/administrative support; and
(g) To undertake any other duties as assigned by senior officers, including supervising the work of subordinates and working outside of normal office hours.

(c) 在取得上述學歷後,在大型機構或公司,或跨國公司擔任項目/活動管理或宣傳推廣、公共關係、專案管理崗位並具備至少8年相關的全職工作經驗,當中包括至少3年管理層經驗。在公共機構或組織及/或高等教育機構具有同等工作經驗和/或資格的人士亦歡迎申請;
(d) 在應付策略性夥伴關係發展及於私營機構及/或公共機構或組織管理持份者關係範疇上具備充足的經驗;
(e) 具備青年發展項目管理和數碼市場推廣方面的實質經驗;精通社交媒體平台/應用程式,並能掌握18-35歲青年的流行趨勢、溝通模式和渠道;
(f) 於策略規劃及推行計劃上具備豐富的經驗和敏銳度;
(g) 擅於解決問題,能在節奏快速的環境下獨立處理工作,也須能夠在不確定的情況下工作並同時處理多項工作;
(h) 具備極佳的溝通技巧,中英語文講寫能力俱佳,須懂普通話;
(i) 適應力強、態度開明和具備良好的人際技巧;以及
(j) 具備數據分析及社交媒體分析經驗者佔優。

Candidates should have/should be –
(a) a bachelor’s degree from a Hong Kong university, or equivalent;
(b) attained “Level 3” or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE)/Hong Kong Certificate of Education Examination (HKCEE), or equivalent [Note (1)];
(c) a minimum of 8 years’ post-qualification full time work experience in project/event management or communications/public relations/campaign management in sizeable organisations or corporations, or multi-national companies, including at least 3 years of work experience at managerial level. Relevant work experience in public sector and/or higher education institutions is welcomed;
(d) proven track record in strategic partnership development and stakeholders management in private and/or public sectors;
(e) hands-on experience in youth development programme management and digital marketing; Fluent in social media platforms/applications and always on top of the trends, forms and channels of communication of youth aged 18-35;
(f) solid experience and acumen in strategic planning and programme implementation;
(g) a problem-solver and able to work independently under a fast-paced environment. Ability to work under ambiguity and to multi-task and is essential;
(h) excellent communication skills with good command of both written and spoken English and Chinese. Knowledge of Putonghua is a must;
(i) adaptive, open-minded and with good interpersonal and soft skills; and
(j) Experience in data analysis and social media analytics would be an advantage.
