Successful candidate will support the Calls Coordination Centre (CCC) and Emergency Control Centre (ECC) in the Drainage Services Department (DSD). The CCC operates continuously on a 24-hour basis, while the ECC will be activated subject to weather conditions and operational needs.

The standard working hours for this position is generally 44 hours per week. Shift duty is required (mainly non-office hours and including Saturdays, Sundays, public holidays, and overnight shifts). The actual working hours and duration of each shift are variable and are subject to operational needs. To maintain the continuous provision of 24-hour services to the public, the successful candidate is required to report for duty as scheduled, even under adverse weather conditions, such as typhoons and Black Rainstorm Warnings.

The successful candidate will be responsible for duties including but not limited to -

• (1)overseeing and supporting the Centre Supervising Team (CST), the Gang Management Team (GMT), telephone orderly and district managers for maintaining CCC and ECC operations mainly during non-office hours;
• (2)keeping abreast of and following up the implementation/compliance of the latest operational and safety requirements and smart technology applications;
• (3)providing instant guidance and directive to GMT staff, telephone orderly and district managers in handling difficult and critical complaint cases;
• (4)providing instruction to contractors for site investigation and field operations;
• (5)monitoring weather conditions through smart platforms and providing an instant flood situation report when rainstorm and tropical cyclone warning signals are issued;
• (6)upward reporting of emergency situations, ensuring smooth activation and operation of ECC when required;
• (7)overseeing the ECC operations before the arrival of Emergency & Storm Damage Organisation (ESDO) staff, ensuring continuity and readiness; and
• (8)performing other duties as assigned by senior officers.

Candidates should –

• (a)have a degree from a Hong Kong university, or equivalent, preferably in Engineering, Risk Management, Operations Management, Facilities Management, Emergency Management, Public Administration or other related disciplines;
• (b)after obtaining the qualification at (a), have at least five years of relevant post-qualification operational experience, including a minimum of two years as a supervisor or duty manager.  Having work experience in emergency/operations control centres and call centres handling urgent or time-critical cases, public services, public works or facilities operations, resource deployment and mobilisation, or related fields, is an advantage.
• (c)meet the language proficiency requirements of 'Level 2' results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examination (CRE), or equivalent

• (d)be proficient in Chinese and English, and have strong communication and reporting skills; and
• (e)having proven capability to exercise sound judgement during emergency, practical knowledge of smart technologies and platforms, and readiness to embrace operational changes and new protocols are an advantage.

Being a Corporate Member of the Hong Kong Institution of Engineers (Civil, Environmental, Electrical or Mechanical Disciplines), or equivalent, will be considered an advantage and will be offered a higher monthly salary of HK$68,815
