• (a)handling licensing matters, such as licence applications, overseeing compliance with licence conditions and processing complaints and disputes over communications services, and conducting investigations and prosecutions pertinent to enforcement of the relevant legislation governing the communications sector;
• (b)coordinating projects and managing the allocation and use of scarce public resources for provision of communications services;
• (c)conducting research and analysis of policy and regulatory issues and monitoring market development and pricing behaviours of telecommunications operators;
• (d)processing, reviewing and/or investigating cases in relation to anti-competitive conduct, mergers and acquisitions, misleading or deceptive conduct or other unfair trade practices of communications service providers;
• (e)providing advice and recommendations in connection with the regulation of the communications services and sending of commercial electronic messages; and
• (f)providing support to senior management in reviewing regulatory policies and explaining Government policies or positions to the Legislative Council/District Councils, the industry, stakeholders and the public.

Candidates should have –

• (a)a First or Second class honours bachelor’s degree from a Hong Kong university in Electrical Engineering, Electronics Engineering, Information Technology, Law, Accounting, Economics, Statistics, Finance or Business Administration, or equivalent; and
• (b)a minimum of 8 years’ relevant post-graduate experience, with at least 3 years in the telecommunications sector; or
• (c)
  • (i)Corporate Membership in Electronics, Electrical or Information Discipline of the Hong Kong Institution of Engineers elected after 5 December 1975, or equivalent; or
  • (ii)solicitors admitted in a recognised jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance or Barristers with one year’s professional experience since attaining the right to full practice in a recognised jurisdiction as stipulated under Section 2A and Schedule 2 of the Legal Officers Ordinance; or
  • (iii)Certified Public Accountant or fellows of the Hong Kong Institute of Certified Public Accounts, or equivalent; and
• (d)a minimum of 3 years’ relevant post-qualification experience, preferably in the telecommunications sector; and
• (e)attained ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the CRE, or equivalent (Note 1). Candidate are expected to –
• (f)have good analytical abilities, ample project and resource management experience;
• (g)be able to support the team in contributing to committees, meetings and presentations and articulating government policies and positions to a wide range of audience from industry to the public;
• (h)have supervisory experience and skills; and
  • (i)be self-motivated and able to work under pressure to meet tight deadlines.
