- (1)擔任基金秘書處的主管，職務如下：
- (a)協助勞工及福利局(勞福局)透過基金推行社會資本發展的政策；
- (b)為基金委員會及其小組委員會提供秘書服務；
- (c)監督及管理基金秘書處的運作，包括評估及審議計劃申請、監控撥款發放、評估計劃成效、推廣社會資本概念及籌辦大型活動；
- (d)整合並發布成功有效的介入模式，以強化社會資本概念的發展及影響；
- (e)與基金有關聯的持份者保持聯繫和建立策略性伙伴合作關係；
- (f)基金秘書處員工及資源的整體管理；以及
- (g)確保基金的運作符合政府在行政及問責方面的規定。
- (2)就發展及落實勞福局的企業策略和措施提供意見；以及
- (3)應主管要求執行相關職務。

Secretary General [Community Investment and Inclusion Fund (CIIF)]
月薪89,565元
職責
- (1)To head the CIIF Secretariat which include the following duties –
- (a)Assist the Labour and Welfare Bureau (LWB) in implementing policies on social capital development through the CIIF;
- (b)Provide secretariat support to the CIIF Committee and its Sub-committees;
- (c)Oversee and manage the operation of the CIIF Secretariat, including assessment and processing of proposals, payment control, evaluating project outcomes, promotion of social capital concept and organising large-scale events;
- (d)Consolidate and publish successful intervention models to strengthen the development and impact of social capital;
- (e)Liaise with and develop strategic partnerships with stakeholders in connection with CIIF;
- (f)Overall staff and resource management of the CIIF Secretariat; and
- (g)Ensure adherence to Government’s administrative and accountability requirements.
- (2)To contribute to the development and implementation of bureau-wide corporate strategies and initiatives; and
- (3)To undertake associated responsibilities as required by supervisors.

申請人必須
- (a)持有本港大學社會工作、社會學、人文學或社會科學學位，或同等學歷。持有相關學科之碩士學位者可獲優先考慮；
- (b)於取得學位後有最少15年全職工作經驗，曾從事(i)有關社會資本及／或社區發展的計劃管理；以及(ii)資助非政府機構項目的基金計劃的營運工作者為佳。擁有在政府及／或非政府機構的工作經驗者可獲優先考慮[參閱註(1)]；
- (c)具有良好中英文書寫及會話能力，在香港中學文憑考試或香港中學會考英國語文科和中國語文科考獲第3等級或以上的成績[參閱註(2)]，或同等學歷；
- (d)對辦公室行政、員工及資源管理等工作具卓越能力；
- (e)充分理解在擔任公職／管理公共基金時所需面對的問責和表現期望；
- (f)具備優良的領導才能和分析能力，並擅於策略計劃；
- (g)能夠與內部及外間持份者的高層有效地溝通；
- (h)懂得評估成果及效益；以及
- (i)懂得使用電腦軟件，包括MS Word、Excel及Database。
Candidates should
- (a)have a Hong Kong degree, or equivalent, in the disciplines of social work, sociology, humanities or social sciences. Priority will be given to those who have a master degree in the above disciplines;
- (b)have at least 15 years’ post-degree full-time working experience, preferably involving
- (i)project management in connection with social capital and/ or community development projects; and
- (ii)operating funding schemes which provide grants to support projects of non-governmental organisations. Working experience in the government and/ or non-governmental organisations would be an advantage [See Note (1)];
- (c)be proficient in written and spoken English and Chinese, with Level 3 or above in English Language and Chinese Language in the Hong Kong Diploma of Secondary Education Examination or in the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (2)];
- (d)be highly competent in office administration, as well as staff and resource management;
- (e)have a good understanding of the accountability and performance expectations of a public office/ fund;
- (f)have strong leadership skills and analytical ability; proficient in strategic planning;
- (g)be able to communicate effectively with internal and external stakeholders at a senior level;
- (h)have knowledge of outcome and effectiveness evaluation; and
- (i)have knowledge of computer software applications including MS Word, Excel and Database.
