The Chief Staff Officer, Civil Aid Service is responsible to the Commissioner, CAS and the Secretary for Security for heading and managing the Civil Aid Service. He/She oversees the operation of Department, and assists the Commissioner, CAS in managing the CAS volunteer service pursuant to the Civil Aid Service Ordinance and the Civil Aid Service General Orders. He/she is also responsible for ensuring the service quality of the Department and maintaining the professional standard of the auxiliary force in the areas of administration, training and operation.

On appointment, the successful candidate is required to become a member in the CAS auxiliary service. He/she is required to work irregular hours including evenings, weekends and public holidays, and is required to wear uniform.

Candidates must be permanent residents of the HKSAR at the time of appointment. They should have-

• (a)a Bachelor’s degree from a university in Hong Kong, or equivalent;
• (b)at least 15 years’ management experience, preferably with exposure at the senior management level comparable to the directorate grade in the civil service and/or public bodies;
• (c)at least seven years’ experience in supervising or training disciplined or auxiliary personnel or related activities;
• (d)mature personality and strong leadership qualities;
• (e)the ability to steer changes and to manage staff and financial resources effectively;
• (f)good interpersonal and communication skills; and
• (g)strong command of written and spoken Chinese and English.
