職責
工業專員(創新及科技)隸屬創新科技及工業局常任秘書長,協助創新科技及工業局局長統籌和督導「新型工業化」策略的制訂及帶領團隊推進相關工作。具體而言,工業專員(創新及科技)的職責如下:
(a) 帶領統籌新型工業化策略,重點發展如生命健康科技、人工智能與數據科學,以及先進製造與新能源科技等產業;
(b) 按香港創新科技發展藍圖的方向和策略,牽頭制定政策/支持措施,並與政府決策局/部門合作,探討促進科技提升產業發展的措施;
(c) 在制定政策/支持措施的過程中,與業界人士及其他持份者商討,以加強香港推動新型工業化的力度,並擔任政府的顧問和作為非政府持份者在新型工業化方面的聯繫人;以及
(d) 與政府決策局/部門合作制定合適的便利措施,吸引具潛力及代表性的策略性創科企業或先進製造商來港設立/拓展業務。

Reporting to the Permanent Secretary for Innovation, Technology and Industry, the Commissioner for Industry (Innovation and Technology) (C for I(I&T)) will assist the Secretary for Innovation, Technology and Industry in coordinating and steering the strategy for new industrialisation and leading his/her team to take forward the work in the relevant area. C for I(I&T) is responsible for –
(a) steering the strategies on new industrialisation, focusing on such industries as life and health technology, artificial intelligence and data science, as well as advanced manufacturing and new energy technology;
(b) leading in formulating policy/supporting measures along the directions and strategies set out in the Hong Kong Innovation and Technology Development Blueprint, and working together with Government bureaux / departments in exploring initiatives that can facilitate technological upgrading and development of the industry;
(c) engaging with industry players and other stakeholders in formulating policy / support measures to strengthen Hong Kong’s effort to promote new industrialisation, and acting as Government’s advisor and the point person for non-Government stakeholders on new industrialisation; and
(d) working with Government bureaux / departments on formulating appropriate facilitating measures to attract high-potential and representative strategic innovation and technology enterprises or advanced manufacturers to set up/expand their business in Hong Kong.

申請人於獲聘時須為香港特區永久性居民,並符合下列條件:
(a) 持有由本港大學頒授的科學、科技、工程及數學或相關科目學士或深造學位,或同等學歷;
(b)(i) 具備至少12年出任高層職位的管理經驗,包括豐富的員工管理及行政經驗;或
(ii) 具備至少8年出任高層職位的管理經驗,包括豐富的員工管理及行政經驗,當中包括至少6年於創新及科技(創科)及/或新興科技產業相關行業的經驗;
(c) 對政府體制有相當認識;
(d) 對創科及新興科技產業發展和趨勢有深入認識及了解,及善於與不同持份者溝通。具備創科領域及/或新興科技產業相關的專業背景或工作經驗將獲優先考慮;
(e) 具備卓越的領導和管理才能及良好的人際溝通技巧;
(f) 具備良好中英文書寫能力,並能說良好的粵語、普通話及英語;以及
(g) 在《基本法及香港國安法》測試中取得及格成績。

Candidates must be permanent residents of the HKSAR at the time of appointment and should possess –
(a) a Bachelor or post-graduate degree in Science, Technology, Engineering and Mathematics (STEM) or related field from a university in Hong Kong, or equivalent;
(b) either (i) at least 12 years of management experience in a senior position with solid staff management and administrative experience, or (ii) at least 8 years of management experience in a senior position with solid staff management and administrative experience of which 6 years of experience is in the innovation and technology (I&T) field and/or new technology industries;
(c) reasonable knowledge of the government system;
(d) strong understanding and awareness of developments and trends with respect to I&T and new technology industries, with good ability to engage with different stakeholders. Relevant professional background or work experience in the I&T field and/or new technology industries would be a distinct advantage;
(e) strong leadership and management capabilities, good interpersonal and communication skills;
(f) strong command of both written and spoken Chinese (Cantonese and Putonghua) and English; and
(g) a pass result in the Basic Law and National Security Law Test (BLNST).
