(1) design and develop IT infrastructure for the Fire Services Department (FSD) on all securities dealing business; (2) carry out hardware maintenance and capacity monitoring on Desk PCs, servers, IT equipment, routers, firewalls, server room and backup electricity; (3) conduct software installation, maintenance, license and usage; (4) report on hardware usage and security adequacy; (5) conduct network infrastructure maintenance; (6) implement and follow up on IT project and enhancement, including system User Acceptance Testing (UAT), backup, upgrade and enhancement, file server and webpage management and other IT projects; (7) work with Senior Management on IT policies and procedure manual, IT training, backup plan and incident management; (8) offer technical advice to FSD on all matters related to IT issues; (9) assist FSD in exploring the IT initiatives, enhancing the departmental IT capability, and the implementing the E-Government Strategy in the Department; (10) manage system development, support and maintenance activities including analysis and design, programming, and production support of IT systems; (11) co-ordinate related activities in IT projects including processing of computerization requests, procurement, site preparation, data conversion, user acceptance and training; and (12) supervise a group of IT technical staff on implementation and commissioning of IT projects and systems.

The candidate should – (1) obtain a degree or above in Computer Science / Engineering / Information Technology or related disciplines from local universities, or equivalent; (2) possess not less than 8 years of post-qualification working experience in IT application development, infrastructure project, system integration, network and server architecture; (3) meet the language proficiency requirements of Level 2 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent (See Note); (4) possess good knowledge of enterprise level Information and Communications Technology (ICT) Hardware (Server, Storage, Virtual Machines (VMs) etc.), communication (Leased circuits, Metro Ethernets, Multiprotocol Label Switching (MPLS), Secured 4G Virtual Private Network (VPN) etc.), networking (Firewall, Router, Switch, WiFi System, Fibre Optic and Copper based Local Area Networks, etc.) and enterprise applications (email, Instant Message System, Video Conference System, etc.); (5) possess good knowledge of HKSARG Government Office Automation (GOA) Infrastructure including but not limited to Departmental Portal Infrastructure, Government Communication Network (GCN), Government Backbone Network (GNET), interdepartmental communication, etc.; (6) possess good knowledge of new technology trends and ability to work with executive management to develop effective integrated business and IT strategic and operational plan; (7) possess strong analytical skills and ability to lead and participate in meetings and translate business requirements into technical specifications; (8) be dynamic and proactive with leadership and communication skills to lead a team to design, implement, and serve the Fire Services Department Government Office Automation (FSD GOA) IT Infrastructure including network, server, application deployment, PC support, IT project management, IT hardware and software procurement, and IT project funding application; and (9) possess general office computer skills.
