A Marine Surveyor (Cargo Ships Safety) is mainly deployed to –

(a) Play an advisory role on Flag State Quality Control Audit exercise;
(b) Monitor the certificates submitted by the Recognized Organizations and to examine drawings, plans and documents, life-saving appliances and navigational equipment of Hong Kong registered ships;
(c) Consider and offer recommendations on proposals for issuing Minimum Safe Manning Certificates and granting exemption from the applicable Regulations;
(d) Respond to general enquires and exemption/dispensation application related matters from shipowners, management companies and classification societies on survey requirements;
(e) Advice on how to carry out safety surveys and certification for non-Hong Kong cargo ships at the request of other Administrations;
(f) Attend to ship emergencies in Hong Kong waters to provide advice on the stability and safety of ships;
(g) Answer enquiries relating to ship surveys and International Maritime Organization (IMO) Convention requirements;
(h) Handle the 24/7 hotline service to process urgent exemption/dispensation applications and provide immediate instructions after office hour;
(i) Review the Cargo Securing Manual and Volatile Organic Compound Management Plan then recommend Director to approve; and
(j) Carry out duties assigned by the superiors.

Candidates should have met the following requirements –

(a) Language proficiency requirements of "Level 2" or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (i)];

(b) (i) A Bachelor's degree in a relevant engineering discipline from a university in Hong Kong, or equivalent, or a corporate membership of an engineer institution acceptable to the Director of Marine;
(ii) A Certificate of Competency (Marine Engineer Officer) Class 1 issued by or a certificate acceptable to the Director of Marine; and
(iii) Eight years' experience as second engineer or above on sea-going ships or at equivalent responsible level in the marine engineering related industry; or

(c) (i) A Bachelor's degree in Mechanical Engineering/Marine Engineering from a university in Hong Kong, or equivalent;
(ii) A corporate membership of an engineer institution acceptable to the Director of Marine;
(iii) A Certificate of Competency (Marine Engineer Officer) Class 2 issued by or a certificate acceptable to the Director of Marine; and
(iv) Ten years' experience as second engineer or above on sea-going ships or at equivalent responsible level in the marine engineering related industry.
