• (a)To undertake research on policies and experiences in other jurisdictions in relation to social customs and values in community relations, community resilience, social solidarity, and social innovation;
• (b)To assist in the liaison and engagement with government bureaux/departments, community leaders/organisations, experts and other stakeholders;
• (c)To develop policy recommendations based on research findings and stakeholder engagement;
• (d)To prepare and present research reports or papers and facilitate discussions;
• (e)To draft articles and speeches; and
• (f)To provide expert advice to senior management and government officials on legislative and policy in relation to the above matters.

Candidates should have / should be –

• (a)a minimum of 10 years of post-qualification full-time work experience in legislative matters and/or policy research in areas of
  • (i)customs, traditions and values in enhancing community relations;
  • (ii)fostering social harmony and solidarity;
  • (iii)social development and innovation; and/or other related disciplines;
• (b)experience of committee work and public engagement; ability to work closely with government departments, public organisations and agencies. Experience with handling legislation drafting and the legislative process is an advantage;
• (c)strong analytical, research and writing skills, excellent communication and interpersonal abilities, proficiency in public engagement and consultation techniques;
• (d)a strategic thinker with a strong commitment to public service; high level of integrity and professionalism; ability to work independently and meet tight deadlines; and
• (e)a bachelor’s degree from a university in Hong Kong, or equivalent. Advanced degree is an advantage;
• (f)good command of spoken and written Chinese and English, with Level 3 or above in Chinese Language and English Language in the Hong Kong Diploma of Secondary Education Examination (HKDSEE) or the Hong Kong Certificate of Education Examination (HKCEE), or equivalent [See Note (1)].
