職責
兼職控煙酒督察會被調派到衞生署轄下的控煙酒辦公室執行下列主要職務 -
(a) 督導執法隊伍調查和處理有關違反《吸煙(公眾衞生)條例》(香港法例第371章)及2018年應課稅品(修訂)條例的投訴;
(b) 執行《吸煙(公眾衞生)條例》(香港法例第371章)及2018年應課稅品(修訂)條例有關控煙和控酒的執法職務和規管工作,包括但不限於進行調查、實地巡查、收集證據,以及向違例人士發出定額罰款通知書/傳票,並就違法行為展開檢控行動;
(c) 處理有關《預防及控制疾病條例》(香港法例第599章)的投訴,並履行相關的執法職務和規管工作,包括但不限於進行調查、實地巡查、收集證據,以及向違例人士發出定額罰款通知書/傳票,並就違法行為展開檢控行動;
(d) 管理和準備日常執法職務所需的設備,並在需要時尋求現場警察協助;
(e) 在有需要時根據法律程序提供證人陳述書並在法庭上作證;
(f) 協助相關場所的保安員及管理人執行並協助公眾遵守《吸煙(公眾衞生)條例》(香港法例第371章)及2018年應課稅品(修訂)條例;
(g) 向管理人員和商店經理說明控煙和控酒的法例要求和輔導他們處理在業務過程中向未成年人售賣或供應酒精飲品之人士的技巧;
(h) 協助舉辦健康教育及推廣活動和審閱刋物以處理違例煙草廣告;
(i) 協助處理政府部門、外界機構和公眾人士提出的查詢及投訴;
(j) 協助執行各項辦公室行政工作,包括備存執法記錄、編製統計資料並撰寫報告;以及
(k) 執行上司指派的其他職責。
(備註:兼職控煙酒督察每週工作不多於16小時,須輪班及於不固定地點工作。視乎當值表編排,工作時間介乎星期一至星期日之間的任何時間,包括公眾假期。)

A Part-time Tobacco and Alcohol Control Inspector is mainly deployed to the Tobacco and Alcohol Control Office in the Department of Health to -
(a) lead the enforcement team in investigating and handling complaints regarding contraventions of the Smoking (Public Health) Ordinance (Cap. 371) and Dutiable Commodities (Amendment) Ordinance 2018;
(b) carry out law enforcement duties and regulatory work pertaining to tobacco control and alcohol control regarding the Smoking (Public Health) Ordinance (Cap. 371) and Dutiable Commodities (Amendment) Ordinance 2018, including but not limited to investigation, field inspection, collection of evidence, issuing fixed penalty notices / summons for offenders and initiating prosecution actions for contravention of the law;
(c) handle complaints and carry out law enforcement duties and regulatory work pertaining to the Prevention and Control of Disease Ordinance (Cap. 599), including but not limited to investigation, field inspection, collection of evidence, issuing verbal advices / fixed penalty notices / summons for offenders and initiating prosecution actions for contravention of the law;
(d) manage and make preparation for necessary equipment for day-to-day enforcement actions and seek on-site police when required;
(e) give witness statement in legal proceedings and testify in court where necessary;
(f) facilitate security guards and managers of premises to enforce and facilitate the public to comply with the Smoking (Public Health) Ordinance (Cap. 371) and Dutiable Commodities (Amendment) Ordinance 2018;
(g) brief venue and store managers of the legal requirements on tobacco control / alcohol control and advise them on how to deal with persons selling or supplying alcohol to minors in the course of business;
(h) assist in organising health education and promotion activities and screening publications for illegal tobacco advertisement;
(i) assist in handling enquiries and complaints from government departments, external organisations and the general public;
(j) assist in various office administration work, including maintaining enforcement records, compiling statistics and writing reports; and
(k) perform any other duties as assigned by senior officers.
(Remarks: A Part-time Tobacco and Alcohol Control Inspector is required to perform shift duties in different working venues for not more than 16 hours per week. The working hours will be round the clock from Mondays to Sundays including public holidays in accordance with the assigned duty roster.)

(a) 具備最少十年全職工作經驗,而其中八年須在香港警務處、香港海關及╱或入境事務處從事檢控及執法工作;以及
(b) 能操流利粵語;能操良好英語及普通話者更佳。

(a) have at least ten years’ full-time work experience, eight years of which should be in the Hong Kong Police Force, the Customs and Excise Department, and / or the Immigration Department discharging prosecution and law enforcement duties; and
