• (a)providing professional advice in specialist areas, such as engineering, information and communications technology, accounting, business and cost analysis/modelling, competition affairs, economics, finance, law and statistics, in connection with the regulation of communications services and sending of commercial electronic messages (CEMs);
• (b)monitoring the telecommunications market and advising on its implications on the development of the telecommunications industry, the regulatory framework and the interests of the consumers of telecommunications services;
• (c)investigating complaints under the Unsolicited Electronic Messages Ordinance, monitoring the market situation in respect of the sending of CEMs and advising on its implications on the relevant regulatory framework;
• (d)providing support in research and analysis of policy and regulatory issues, including drafting of information notes, consultation papers, policy papers, statements, guidelines and codes of practices;
• (e)evaluating licence applications, enforcing licence conditions, regulations and industry code of practice and handling other licence administration matters; and
• (f)processing, reviewing and/or investigating cases in relation to anti-competitive conduct, mergers and acquisitions, misleading or deceptive conduct or other unfair trade practices of communications service providers.

Candidates should have –

• (a)a First or Second class honours bachelor’s degree from a Hong Kong university in Electrical Engineering, Electronics Engineering, Information Technology, Law, Economics, Statistics, Finance, Accounting or Business Administration, or equivalent;
• (b)a minimum of 4 years’ post-graduate experience in the relevant field, preferably in the telecommunications sector; and
• (c)attained ‘Level 1’ results in the two language papers (Use of Chinese and Use of English) in the Common Recruitment Examinations (CRE), or equivalent (Note 2). Candidate are expected to –
• (a)have good analytical abilities, communications and interpersonal skills; and
• (b)be self-motivated and able to work under pressure to deliver quality outputs and meet tight schedules. Proficiency in Putonghua would be an advantage.
